Governor Siminalayi Fubara of Rivers State has issued a one-month ultimatum to Raffoul Nigeria Limited, the contractor handling the 6.5-kilometre Woji-Aleto-Alesa-Refinery link road project, to complete the job or risk immediate contract termination.
The governor expressed strong dissatisfaction with the contractor’s performance during an inspection visit to the project site on Friday, October 10, 2025, describing the pace of work as “highly disappointing.”
Fubara recalled that the project, which was originally awarded in June 2020 under the previous administration, had received two separate contract variations under his watch to enable meaningful progress. However, he lamented that despite the government’s interventions, the contractor had failed to justify the state’s investment.
“I feel highly disappointed with the level of performance of this contractor, Raffoul. This project was awarded in June 2020 by my predecessor. When I came in, I gave variations twice to enable them achieve good progress. To my greatest surprise, there is no time you sit with them to discuss that you come out with anything substantial.
“I was briefed in the handover note from the Sole Administrator that this particular project was evaluated and cancelled during the emergency rule. If they can’t complete this job in the next one month, I will cancel the contract, honestly speaking.”
Governor Fubara also condemned illegal dredging activities observed along the Woji River during the inspection, warning those involved to desist immediately or face severe consequences.

“How could a normal human being be dredging very close to the bridge is it proper? If I destroy the dredging machine, they will say Fubara is a wicked man. This is the last warning.
“If I get any information that dredging activities are still being conducted around this bridge, I will take drastic measures,” he warned.
The 6.5-kilometre Woji-Aleto-Alesa-Refinery road, which includes a 200-meter bridge, is designed to serve as an alternative route to the East-West Road and ease movement within the industrial corridor of the state.
