The Bayelsa State Governor, Senator Douye Diri, has earmarked N21.5 billion for security and N10.8 billion for the provision of pipe-borne water across the state as part of efforts to address water challenges.
The allocation was contained in the state’s 2026 appropriation bill of ₦998.37 billion, presented by the governor to the House of Assembly on Thursday, November 13, 2025.
The budget proposal tagged “Budget of Assured Prosperity II,” sets aside ₦75.1 billion for the Ministry of Education, ₦46.5 billion for Sports, ₦39.7 billion for Health, ₦16.5 billion for Power Generation and Supply, and ₦15.6 billion for Agriculture.
Diri said the budget would be funded through various revenue sources such as statutory allocation (₦42.2bn), Value Added Tax (₦84bn), 13% derivation fund (₦212.6bn), and other FAAC allocations amounting to ₦488bn. Additional expected receipts include internally generated revenue of ₦85.9bn, grants worth ₦24.9bn, and domestic loans totaling ₦50bn.
According to the breakdown, capital expenditure will take ₦645.2bn (64.6% of the total budget), while recurrent expenditure is pegged at ₦353.1bn (35.4%).
A statement from the Chief Press Secretary, Mr. Daniel Alabrah, revealed that the Ministry of Works and Infrastructure received the largest allocation of ₦298.6bn, underscoring the administration’s focus on completing major road projects and the nine-storey civil servants’ secretariat.
The governor commended the legislature for its cooperation with the executive, stressing that both arms of government share a mandate to improve the lives of Bayelsans.
“Mr Speaker, Bayelsans elected us to take bold actions to improve their quality of life. That is what we are doing and will continue to do.
“When history reviews our actions and this budget, I believe our choices will be seen as the right ones.”
He assured that ongoing projects, including the three senatorial roads, Glory Drive Phase 3, Ogu–Akaba–Okodi Road, Sabagreia–Polaku Road, Toru–Orua–Bolu–Orua–Kabeama–Ebeni Road, and the state secretariat complex, would continue in the 2026 fiscal year.

Diri urged the assembly to give the bill due consideration and ensure its speedy passage.
In his remarks, the Speaker of the House, Rt. Hon. Abraham Ingobere, praised what he described as the governor’s commitment to infrastructure, education, sports, healthcare, power, and other key sectors, noting that the initiatives have significantly transformed the state.
He highlighted the government’s investment in technical and vocational education across all local government areas, saying it reflects a strong drive to develop middle-level manpower.
Ingobere assured that the house would give the appropriation bill prompt and thorough attention to facilitate its timely passage.
