The Nigerian Civil Aviation Authority (NCAA) has announced plans to impose tougher penalties on domestic airlines over frequent flight delays and poor treatment of passengers, signalling a firmer regulatory stance in the aviation sector.
The warning was issued on Thursday by the NCAA’s Director of Public Affairs and Consumer Protection, Michael Achimugu, in a statement shared via his official X account. He said persistent inefficiencies by airlines would no longer be overlooked.
According to Achimugu, aviation authorities have consistently defended and supported airline operators, even in difficult circumstances, but recent developments have made stronger enforcement unavoidable. He noted that while many flight disruptions are beyond the control of airlines, repeated operational failures warrant stricter consequences.
He stressed that the extensive backing provided to the aviation industry by the Federal Government, the Ministry of Aviation and Aerospace Development, and regulatory agencies should reflect in better service delivery to passengers.

While acknowledging the harsh operating conditions faced by airlines, Achimugu said certain shortcomings remain unacceptable. He pointed to ongoing lapses in passenger communication during delays and cancellations, describing them as a major source of tension at airports.
He also reiterated the need for airlines to fully comply with regulations on passenger care, including hotel accommodation, refreshments, and first-needs compensation during prolonged disruptions.
Achimugu attributed many confrontations at airport terminals to poor information management and inadequate passenger handling by airlines. Drawing from international practice, he referenced a recent $2 million fine imposed on JetBlue by US authorities over chronic delays, noting that regulatory frameworks must adapt to emerging industry challenges.
He assured both passengers and operators that the NCAA remains committed to fairness, adding that ongoing regulatory reviews are aimed at strengthening the Authority’s ability to enforce compliance and protect the interests of all stakeholders.
The warning comes amid rising public complaints over frequent delays and service disruptions across Nigeria’s domestic aviation network.
