The Rivers State Contributory Health Protection Programme (RIVCHPP) has exceeded the enrolment target for the Basic Health Care Provision Fund (BHCPF) set by the National Health Insurance Authority (NHIA), marking a significant milestone in the state’s drive toward expanding access to affordable healthcare.
The Executive Secretary and Chief Executive Officer of RIVCHPP, Dr. Vetty Agala, announced the achievement during the quarterly review meeting of Chief Executive Officers of State Social Health Insurance Agencies (SSHIA), held in Abuja from July 21 to 22, 2026.

The meeting brought together stakeholders from across the country to review progress, share experiences, and develop strategies for improving access to quality and affordable healthcare through effective health insurance programmes.
Dr. Agala attributed the feat to the Rivers State Government’s commitment to strengthening healthcare delivery and expanding health insurance coverage for residents.

He noted that the success was made possible through sustained collaboration among government agencies, healthcare providers, development partners, and other critical stakeholders.
While celebrating the achievement, the RIVCHPP boss called for equitable support from development partners to enable all states to expand health insurance coverage for vulnerable populations. He assured that the agency would build on its current success by intensifying enrolment campaigns across Rivers State.
Dr. Agala further reaffirmed RIVCHPP’s commitment to strengthening strategic partnerships to ensure that more residents benefit from affordable and quality healthcare services.
The review meeting also focused on key issues aimed at improving the implementation of health insurance programmes nationwide. It was attended by chief executive officers and executive secretaries of State Social Health Insurance Agencies from the 36 states and the Federal Capital Territory, alongside the leadership of the National Health Insurance Authority and other stakeholders in the health insurance sector.
