The Federal Executive Council (FEC) has approved a unified framework to coordinate humanitarian assistance, social protection and poverty reduction programmes across Nigeria.
The framework, known as the One Humanitarian One Poverty Response System (OHOPRS), was announced by the Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard Doro.
In a statement issued on Thursday, the ministry’s Senior Technical Adviser on Information Systems and Data Analysis, Dr Abimbola Fasanu, said the initiative would address duplication, coverage gaps and poor coordination among government agencies, development partners and humanitarian organisations.
Doro said the framework would ensure vulnerable Nigerians received coordinated support beyond emergency relief, providing a structured pathway towards recovery, resilience and economic independence.
He explained that OHOPRS would place households at the centre of planning and service delivery through a data-driven system.

Under the arrangement, displaced households would receive emergency assistance, including food, shelter and healthcare, while being connected to social protection, education, skills acquisition and livelihood programmes.
The minister said the initiative would transform humanitarian assistance from isolated interventions into sustainable support for recovery and self-reliance.
He noted that the FEC approval had formally integrated OHOPRS into the Federal Government’s policy framework, adding that its success would be measured by improvements in people’s lives rather than the number of programmes implemented.
Doro said the framework was developed with technical contributions from development partners and stakeholders at a workshop held at the UN House in Abuja in March 2026.
He recalled that the initiative was unveiled on August 26 by First Lady, Senator Oluremi Tinubu, alongside the minister in Abuja.
Following the approval, the ministry will collaborate with government institutions, subnational authorities, development partners and other stakeholders to implement the framework.
OHOPRS is a key component of President Bola Tinubu’s Renewed Hope Agenda, aimed at strengthening social protection and reducing poverty across the country.
