Rivers State Governor, Siminalayi Fubara, has signed the 2026 Appropriation Bill into law, describing it as a “breath of fresh air” for the state.
Governor Fubara signed the budget on Thursday at the State Executive Council Chambers, Government House, Port Harcourt.
The Governor expressed confidence that the budget would open a new chapter of development in Rivers State and strengthen cooperation between the executive and legislative arms of government.
He reaffirmed his administration’s commitment to the state’s growth and pledged to maintain a cordial working relationship with the State Assembly.
Governor Fubara also acknowledged the contribution of former Governor and Minister of the FCT, Nyesom Wike, towards the discussions that led to the passage and signing of the budget.

Presenting the bill for assent, the Assembly Majority Leader, Major Jack, described the appropriation as ambitious, saying lawmakers carefully examined the proposals before approving them.
The Assembly Speaker, Martin Amaewhule, said lawmakers adjusted some allocations, including reducing the proposed six-billion-naira allocation to PAMO University of Medical Sciences.
He explained that part of the funds was redirected to the State Primary Healthcare Development Board after the university failed to satisfactorily account for previous funds and did not appear before the Assembly.
Amaewhule said the adjustment was in line with the Assembly’s oversight responsibility and aimed at promoting accountability in the use of public funds.
The budget, tagged “Budget of Resilience for Growth and Development,” was passed by the Assembly on Thursday.
