The Nigerian Communications Commission (NCC) has unveiled plans to provide free internet access to approved educational platforms as part of efforts to improve digital learning and expand access to quality education across the country.
The proposal, known as the Zero-Rated Access to Educational Platforms and Content, seeks to remove data costs that often prevent students and teachers from accessing online learning resources.
According to the Commission, the initiative is currently undergoing public consultation to gather input from telecommunications operators, educational institutions, technology companies, civil society organisations and other stakeholders.
The NCC said the engagement is intended to ensure the policy is transparent, sustainable and beneficial to all parties involved before its implementation.
Under the proposal, students would have free access to selected educational websites and digital learning platforms without consuming mobile data.
Eligible platforms are expected to include curriculum-based learning resources, accredited e-learning platforms recognised by the Federal Ministry of Education, digital libraries, research repositories, teacher development portals and examination websites such as WAEC and NECO. Entertainment sites, social media platforms and other non-educational services will not be covered by the initiative.
The NCC said the programme is aimed at reducing the affordability barrier that keeps millions of Nigerian students out of digital classrooms while promoting digital inclusion and improving learning outcomes.
To ensure the initiative remains viable, the Commission is considering various funding options, including support from the Universal Service Provision Fund, government subsidies, development partners and public-private partnerships. It also plans periodic reviews to assess the programme’s effectiveness and long-term sustainability.
Industry stakeholders have welcomed the proposal, describing it as a significant step towards bridging Nigeria’s digital divide and supporting the country’s education sector.
If implemented, the initiative is expected to increase access to online learning resources, enhance digital literacy and contribute to the Federal Government’s broader objective of accelerating broadband adoption and digital transformation nationwide.
