Fubara Presents N1.854tn 2026 Budget, Prioritises Infrastructure, Education

Governor Siminalayi Fubara has submitted an estimated appropriation bill budgeted at N1.854 trillion for 2026 to the Rivers State House of Assembly in his effort to boost the economy and enhance service delivery within the state.

The 2026 budget named “Budget of Resilience for Growth and Development” has been estimated at N1,854,248,734,475.76 which is 24.49 per cent increase compared to the 2025 adjusted budget.

In submitting the budget to lawmakers, Fubara said that the proposal would foster inclusive economic growth, human capital development and sustainable infrastructure in addition to maintaining fiscal prudence and accountability.

Out of the budget, N1.405 trillion will be spent on capital expenditure while N413.11 billion on recurrent expenditure.

The highest budgetary allocation has been given to Works and Infrastructure which has been budgeted at N533.32 billion to undertake new projects, complete on-going road works and maintain roads and bridges in the state.

Education comes next with a budget of N315 billion, signifying the administration’s intention to boost academic performance.

Healthcare received N105.43 billion, Rivers State House of Assembly N41.44 billion, and Judiciary N30 billion. Agriculture got N19.26 billion, Power N15 billion, Youth Development N7 billion, Sports N7.98 billion, Women Affairs N6.5 billion and Environment N6.61 billion.

With regard to revenues, the internally generated revenue will be N487.61 billion while N936.05 billion is expected to come through the Federal Account Allocation Committee from derivation, Value Added Tax, and exchange gain. The capital receipt is to come from domestic loans, grants, and asset sales amounting to N382.48 billion.

Fubara further stated that there were also plans to allocate increased overhead costs for the ministries, departments and agencies by 50 per cent.

Also, there is sufficient money available to settle all outstanding gratuity and death benefits owed to the retirees.

This is because the governor described the budget as a people-oriented plan that will generate employment opportunities, facilitate investments and raise the living standards of people in Rivers State.

The governor appealed to the members of the House of Assembly to fast-track the process of passing the Appropriation Bill, guaranteeing that his government will see to its proper execution based on transparency and accountability.
