The Rivers State Government has unveiled its priorities for the 2026 Appropriation Bill, placing strong emphasis on revitalizing education, advancing critical infrastructure, and improving healthcare delivery across the state.
This position was made known during a public consultation workshop held in Port Harcourt, where key government officials outlined the strategic direction of the proposed budget. The government indicated that education would receive a significant share of allocations due to the longstanding neglect of public primary and secondary schools, many of which are currently in poor condition and require urgent intervention.
Officials acknowledged that the challenges facing the education sector did not begin with the present administration, but stressed the need for deliberate investment to restore learning environments and improve outcomes for students across the state.
In addition to education, the 2026 budget will prioritize the completion of ongoing infrastructural projects. Major road developments such as the Port Harcourt Ring Road and the Trans Kalabari Road are expected to receive continued funding to ensure timely delivery. The government noted that completing existing projects is more critical than initiating numerous new ones, especially as the state approaches an election cycle.

Healthcare is also identified as a key area of focus, alongside security, judiciary funding, and youth empowerment initiatives. These sectors are expected to benefit from increased allocations aimed at strengthening public services and improving the overall well-being of residents.
Government representatives emphasized a cautious approach to new projects, stating that only a limited number would be introduced in 2026. The priority remains to avoid project abandonment and ensure that ongoing developments are completed efficiently.
Furthermore, Ministries, Departments, and Agencies have been directed to submit their budget proposals to the Ministry of Budget and Economic Planning as part of the preparation process.
The 2026 budget framework reflects a strategic shift towards consolidation, sustainability, and impactful spending, with the goal of addressing critical development gaps and delivering tangible benefits to the people of Rivers State.
