Bayelsa Secures Landmark Deal for Solar Panel Manufacturing Plant

Bayelsa State marked a significant milestone on Tuesday, October 14, 2025, with the signing of a renewable energy agreement to establish a solar panel manufacturing plant within the state.

The tripartite agreement was signed in Abuja during the 2025 Nigeria Renewable Energy Innovation Forum (NREIF) held at the Transcorp Hilton Hotel.

The deal involves the Federal Government’s Rural Electrification Agency (REA), the Bayelsa State Government, and J Marine Logistics Limited, a subsidiary of the Dubai-based Jampur Group, which previously supplied the state’s 60MW gas turbines.

Diri signed on behalf of Bayelsa State, while Mr. Mohammed Shafiq, Chairman of Jampur Group, signed for the company.

The signing was witnessed by Vice President Kashim Shettima, who chaired the forum, alongside the Minister of Power, Adebayo Adelabu, and REA Managing Director, Abba Aliyu.

As stipulated in the agreement, Jampur Group will fully finance and establish a 100MW renewable energy plant dedicated to the manufacturing of solar panels in Bayelsa, advancing Nigeria’s renewable energy goals.

The company will also provide the necessary technical expertise, financial resources, and international best practices to operate a high-efficiency solar module manufacturing facility.

Bayelsa was selected as the project site due to its status as a strategic industrial hub with favorable infrastructure, logistics, and a skilled workforce suited to support the plant.

The state government committed to providing land for the facility, granting planning and construction permits, and offering tax incentives. It will also facilitate access to essential infrastructure such as roads, water supply, power evacuation, and security.

The project is slated to begin immediately, marking a bold step forward for renewable energy development in Bayelsa and Nigeria as a whole.
