A Niger Delta advocate has drawn a comparison between the challenges facing the region’s coastal communities and the epic struggle depicted in The Lord of the Rings, describing the Nigerian Maritime Administration and Safety Agency (NIMASA) as a potential instrument for addressing maritime insecurity, poverty, and marginalization in the region.
Reflecting on personal sacrifices made in the interest of the people, the advocate disclosed that in 2021, a prestigious educational opportunity abroad was sacrificed in favour of service to the community.
The advocate further alleged that, in 2024, an individual returned with financial inducements and threats to personal safety in an attempt to persuade them to compromise the interests of the region. The offer was reportedly rejected.
Using the symbolism of The Lord of the Rings, the advocate likened NIMASA to the powerful ring at the centre of the story, while describing the Gulf of Guinea as the equivalent of Mordor, a region grappling with piracy and other forms of maritime crime.

However, the advocate argued that maritime criminality should not be viewed solely as a consequence of individual wrongdoing, but also in the context of longstanding socioeconomic challenges, including marginalization, environmental pollution and poverty affecting coastal communities.
According to the advocate, NIMASA has the potential to contribute to addressing these challenges through policies and interventions that promote maritime security, sustainable livelihoods and inclusive economic development.
The statement also expressed concern over what was described as resistance from individuals who profess support for the agency but allegedly oppose its effective presence in the communities that need its interventions most.
Emphasizing the need for a balanced approach, the advocate criticized an overreliance on punitive measures at the expense of incentives and development-oriented solutions. The statement maintained that sustainable peace in the Niger Delta requires more than enforcement; it also demands economic opportunities, environmental justice and meaningful engagement with coastal residents.
Drawing a final parallel with the conclusion of The Lord of the Rings, the advocate expressed optimism that NIMASA and the coastal communities of the Niger Delta could find common ground through cooperation, mutual trust and a shared commitment to development.
The statement concluded with a call for an inclusive maritime governance framework in which no community or resident is left behind.
