The Rivers State House of Assembly on Tuesday September 1, 2026 gave the 2026 Appropriation Bill a second reading and committed it to its various committees for detailed legislative scrutiny.
Speaker of the Rivers State House of Assembly Rt. Hon. Martin Amaewhule who made this known at the 36th legislative sitting of the Fourth Session explained that the lawmakers engaged in a robust debate on the major components of the bill, christened the “Budget of Resilience for Growth and Development.”
Speaker Amaewhule recalled that Governor Siminalayi Fubara presented the bill to the House about six weeks earlier and committees of the House had since been examining different aspects of the budget estimates.
He stated that the Assembly would carry out thorough legislative oversight to ensure that appropriated funds are judiciously utilised and directed the various committees to invite all Ministries, Departments and Agencies under the House’s legislative competence for budget defence sessions.
Rt. Hon. Amaewhule added that the House will continue its review of the budget proposal through the committee stage.
Earlier, Majority Leader Hon. Major Jack led the debate after the second reading. He focused on the revenue framework of the estimates and said that with proper legislative input, the bill would promote speedy development in the state.
