EFCC Arraigns Ex-Warri, PortHarcourt Refinery Bosses Over Alleged N1.42bn Fraud

Former Managing Directors of the Warri Refining and Petrochemical Company (WRPC), Jimoh Yisawu, and the Port Harcourt Refining Company (PHRC), Ahmed Dikko, are set to be arraigned by the Economic and Financial Crimes Commission (EFCC) over separate alleged money laundering cases involving more than N1.42 billion and $989,630.

According to charge sheets filed before the Federal High Court in Abuja, Yisawu will be arraigned on Friday on an eight-count charge, while Dikko is scheduled to appear on Wednesday on a 12-count charge. Both cases have been assigned to Justice Inyang Ekwo.

The EFCC alleged that Yisawu illegally converted $912,550 through third parties between 2023 and 2025 and carried out large cash transactions outside the banking system, contrary to the Money Laundering (Prevention and Prohibition) Act, 2022. He is also accused of receiving and investing funds allegedly linked to contractors of the Nigerian National Petroleum Company (NNPC) Limited.

Dikko, on his part, is accused of making cash payments, concealing the origin of funds, and receiving proceeds allegedly linked to contractors and transactions involving NNPC Limited. The allegations include a N218.38 million cash payment for a property in Abuja, retention of N190 million allegedly paid by a refinery contractor, and the laundering of hundreds of millions of naira through associates and company accounts.

The anti-graft agency said the alleged offences contravene provisions of the Money Laundering (Prevention and Prohibition) Act, 2022, and the Money Laundering (Prohibition) Act, 2011 (as amended).

Both former refinery chiefs are expected to take their pleas before the Federal High Court in Abuja on their scheduled arraignment dates.
