The bill presented by the Senator Representing Rivers South-East Senatorial District in the National Assembly, Magnus Abe, in 2018 is for the establishment of the federal school which will cater for the environmental challenges of Ogoni Land.

The bill is to transform the Ogoni Centre of Excellence as contained in the UNEP report on the clean-up of Ogoni Land into a University.

The University, when fully functional, will be the first federal government presence in the oil-rich Ogoni Land.
