The Rivers State Police Command has warned against unlawful killings as an OSPAC personnel member was investigated over the death of Francis Chibuzor Oguh, also known as Royal, in Omoku on October 1, 2026.
The Command stated that the suspect, Felix Dibia, had been arrested for the alleged act, and the weapon believed to have caused the death had been recovered.
However, a source close to the incident alleged that Oguh was shot and killed by extrajudicial means involving an OSPAC personnel in Omoku.
The source alleged that the weapon had not been used to shoot the suspect as he fled but was aimed at Oguh, who was seated on the ground.
However, the Police Command identified Felix Dibia as the suspect in the incident and revealed that investigations were underway to determine the exact cause of the tragedy.

The Command reminds all OSPAC members and other personnel that no one has the right to unlawfully take someone’s life.
The Command cited Section 33 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, which guarantees all citizens the right to life.
The police assured that due process would be followed in the case and that the outcome of the investigation would be based on the facts and relevant laws.
The Rivers State Police Command’s probe will determine the exact cause of Oguh’s death and the extent of OSPAC’s involvement in the shooting.
