A delegation from the Republic of Congo has visited the Nigerian Content Development and Monitoring Board (NCDMB) in Yenagoa, Bayelsa State, to study Nigeria’s approach to developing local capacity in the oil and gas sector.
The delegation, led by the Director General of the Upstream Petroleum Sector of Congo, Mr. Franc Mouzabakani Kiesse, visited the NCDMB as part of efforts to gain insights into Nigeria’s local content policies, implementation strategies and institutional framework.
Receiving the team on behalf of the NCDMB Executive Secretary, Engineer Felix Omatsola Ogbe, the Board’s Director of Corporate Services, Dr. Abdulmalik Halilu, explained the agency’s mandate and its role in promoting indigenous participation in the petroleum industry.

He also highlighted the importance of research, innovation, and capacity development in strengthening local industries, noting that local content policies should encourage investment and industrial growth.
Dr. Halilu said the engagement could create opportunities for businesses from both countries to collaborate, including partnerships between Nigerian companies and firms in Congo.
Speaking on the purpose of the visit, Mr. Kiesse said Nigeria was selected because of its experience in implementing local content policies in Africa.
He expressed satisfaction with the facilities visited, saying the delegation had gained practical knowledge that could help Congo develop its own local content framework.
The delegation toured several NCDMB projects, including the Gas Plant at Elebele, the Nigerian Oil and Gas Parks Scheme at Emeyal Two in Ogbia Local Government Area and the Technology Innovation and Incubation Centre at the Board’s headquarters in Yenagoa.
