Permanent Secretaries in the Rivers State Public Service have been urged to move beyond their traditional roles as custodians of government processes and become drivers of transformation and development.
The Deputy Governor of Rivers State, Prof. Ngozi Odu, gave the charge while declaring open a three-day Reorientation and Capacity-Building Training Programme for Permanent Secretaries in the state.
Odu commended Governor Siminalayi Fubara for his commitment to strengthening the capacity of the public service, noting that the training would promote professionalism, efficiency and improved service delivery.
Speaking from her experience as a former Permanent Secretary, the Deputy Governor stressed that Permanent Secretaries play a crucial role in translating government policies and programmes into tangible results.

She urged participants to uphold due process and public service rules while embracing innovation, strategic thinking, accountability and results-oriented leadership.
The Head of Service, Dr. Inyingi Brown, also emphasised the importance of continuous capacity building, saying the programme was designed to reposition Permanent Secretaries as strategic leaders capable of driving innovation and effective policy implementation.
Brown noted that the changing demands of public administration required senior civil servants to continuously update their knowledge and leadership skills.
Meanwhile, a participant, the Permanent Secretary of the Rivers State Civil Service Commission, James Enebeli, said the training would enhance the ability of Permanent Secretaries to implement government policies and contribute more effectively to the state’s development agenda.
The programme, organised in partnership with the Chartered Institute of Directors of Nigeria (CIoD), is expected to strengthen strategic leadership, accountability and service delivery across the Rivers State Public Service.
