Nigeria’s drive to strengthen rice production is receiving support from Japan, with a major focus on one of the foundations of agricultural productivity: quality seed.
Through the Japan International Cooperation Agency (JICA), Japan is supporting a capacity-development project aimed at expanding rice seed production and improving its quality in Nigeria. The project, which runs to 2029, is designed to strengthen Nigeria’s ability to produce reliable, high-quality rice seeds locally.
The intervention comes as Nigeria continues to face the challenge of meeting rising domestic demand for rice. Although the country is Africa’s leading rice producer, productivity remains below its potential, while the nation still relies partly on imports to bridge supply gaps. JICA identifies improved seed production as a key requirement for increasing both productivity and rice quality.
The importance of the initiative extends beyond simply providing farmers with better seeds. Nigeria needs a stronger seed-production system capable of consistently supplying farmers with varieties that can deliver higher yields and withstand changing climatic conditions.

Japan’s support also builds on earlier cooperation in Nigeria’s rice sector. In 2025, the Federal Government highlighted JICA’s assistance for improving rice-seed quality, agricultural inputs and extension services, including work involving the National Cereals Research Institute in Niger State.
For Nigeria, the real value of the partnership will ultimately be measured in the fields. Better seeds must translate into higher yields, stronger farmer incomes and a more dependable domestic rice supply.
At a time when food prices and food security remain major national concerns, strengthening the foundation of rice production could prove more valuable than short-term measures. Japan’s intervention therefore offers Nigeria an opportunity not just to produce more rice, but to build a more efficient and sustainable system for producing it.
