Rivers State Governor, Siminalayi Fubara, has presented a ₦1.854 trillion 2026 budget to the Rivers State House of Assembly, with a strong focus on infrastructure, education, healthcare, and economic growth.
Tagged the “Budget of Resilience for Growth and Development,” the proposed Rivers State 2026 Budget seeks to strengthen the state’s economy, improve public services, and deliver sustainable development across all 23 local government areas.
Speaking during the budget presentation on Friday, Governor Fubara said the proposal represents a 24.49 percent increase over the 2025 adjusted budget. He attributed the projected revenue growth to higher allocations from the Federation Account Allocation Committee (FAAC), increased derivation funds, and improved internally generated revenue (IGR).
The governor projected total revenue of ₦1.854 trillion, comprising ₦487.61 billion from internally generated revenue, ₦936.05 billion from FAAC allocations, derivation funds, VAT and exchange gains, while ₦382.48 billion is expected from capital receipts, including loans, grants and asset sales.

Under the spending plan, ₦413.11 billion is allocated for recurrent expenditure to cover salaries, pensions, gratuities, overhead costs and debt servicing. Fubara also announced a 50 percent increase in overhead allocations for Ministries, Departments and Agencies (MDAs) to improve service delivery, alongside provisions to clear outstanding gratuities and death benefits owed to retired civil servants.
The capital expenditure stands at ₦1.405 trillion, with the largest allocations going to Works and Infrastructure (₦533.32 billion), Education (₦315 billion) and Healthcare (₦105.43 billion). Additional funding was earmarked for agriculture, power, the judiciary, youth development, women affairs, sports and environmental sustainability.
Governor Fubara said the 2026 Rivers State Budget is a people-focused plan aimed at driving economic growth, expanding infrastructure, creating jobs and improving the quality of life for residents.
He reaffirmed his administration’s commitment to transparency, accountability and prudent management of public resources, urging members of the Rivers State House of Assembly to support the budget’s speedy passage.
Although he acknowledged the delay in presenting the appropriation bill, the governor assured residents that the government would ensure effective implementation once the 2026 budget is approved.
