The Nigerian Communications Commission has unveiled a draft set of Business Rules for Mobile Virtual Network Operators, indicating a significant regulatory initiative aimed at enhancing competition and establishing a more equitable environment in Nigeria’s telecommunications industry.
The suggested framework is intended to tackle persistent issues related to market access, pricing transparency, and operational challenges that may impede the development of smaller operators and virtual network providers.
In its consultative rulemaking process, the NCC has called upon industry stakeholders, telecom operators, investors, and other interested entities to provide feedback on the draft framework by June 29, 2026.
Additionally, a public consultation forum is set for July 9, 2026, during which the feedback gathered from stakeholders will be assessed prior to finalizing the rules.

Central to the proposed regulations is the Commission’s initiative to prevent dominant Mobile Network Operators (MNOs) from partaking in anti-competitive behaviors that could disadvantage emerging MVNOs.
