NUPRC Schedules Date For Pre-Bid Conference

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has announced plans to hold a pre-bid conference to discuss eligibility terms and other critical guidelines for the 2025 petroleum licensing round.

In a statement issued on Thursday, Oritsemeyiwa Eyesan, chief executive officer (CEO) of the NUPRC, said the conference is scheduled to take place in Lagos on January 14, 2026.

According to the commission, the event will begin at 9am and will be held at the Grand Ballroom, Eko Hotels and Suites, Lagos.

“The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is proud to announce the 2025 licensing round pre-bid conference scheduled for 9am Wednesday, January 14, 2026 at the Grand Ballroom, Eko Hotels and Suites, Lagos,” the statement read.

The commission noted that the announcement follows an earlier notice published in both foreign and local newspapers, in compliance with the provisions of the Petroleum Industry Act (PIA).

NUPRC said the pre-bid conference will provide prospective bidders and stakeholders with clarity on key aspects of the licensing process. These include the implementation timetable, preparation of bid packages, eligibility requirements, as well as the assessment framework and procedures for determining successful bidders.

The commission encouraged interested members of the public and prospective investors to register for the conference through its dedicated online portal.

The pre-bid conference comes on the heels of the official commencement of the 2025 petroleum licensing round, which was announced by the NUPRC on December 1. The licensing round is expected to attract approximately $10 billion in new investments into Nigeria’s upstream petroleum sector.

Additionally, the commission disclosed on December 9 that the federal government had approved a reduction in the signature bonus for the 2025 licensing round, lowering it to a range of between $3 million and $7 million, in a bid to enhance investor participation.
