UEFA Sanctions Chelsea, Barca, Others Over Financial Violations

Chelsea has faced penalties from UEFA for not adhering to the governing body’s regulations regarding football earnings and squad expenditure. The club has incurred a financial fine due to violations of financial sustainability guidelines for the years ending 2023 and 2024.

Chelsea has reached agreements with the First Chamber of the Club Financial Control Body (CFCB), which will subject the club to scrutiny for a period of four years.

They have been fined €80 million, with €20 million of that amount being unconditional, for violating the football earnings regulations. Additionally, they will face restrictions on registering new players on their List A for UEFA competitions, including the Champions League, Europa League, and Conference League.

As part of the penalties, Chelsea has committed to achieving annual targets and accepting conditional financial and sporting measures if they do not maintain a positive financial standing. Failure to comply will lead to stricter sanctions, such as limitations on player registration and potential exclusion from the next UEFA competition if they qualify.

Chelsea was also found to have violated the squad cost regulations, reporting a ratio exceeding 80 percent, resulting in an unconditional fine of €11 million.

The club did not meet the stability criteria outlined in UEFA’s club licensing and financial sustainability regulations.

The proceedings against Chelsea commenced in September 2024, with the CFCB focusing particularly on transactions related to the sale of tangible and intangible assets, player exchanges, and transfers between related parties, necessitating specific adjustments to the financial outcomes.
