ASCSN Rejects Samuel Ogan as Rivers TUC Chairman

The Association of Senior Civil Servants of Nigeria (ASCSN) has declared that it does not recognize Comrade Samuel Ogan or his associates as Chairman or officers of the Trade Union Congress of Nigeria (TUC), Rivers State.

The association also advised Ogan to refrain from involving himself, directly or indirectly, in matters affecting civil servants in Rivers State.

This position was contained in a communiqué issued at the end of an enlarged State Executive Council (SEC) meeting of the ASCSN and signed by its Chairman, Comrade Emmanuel Onumbu, and Comrade June Danagogo. The communiqué, dated November 13, 2026, was read to journalists at the union’s secretariat in Port Harcourt.

According to the association, the meeting deliberated extensively on pressing industrial matters in the state and unanimously affirmed and upheld the outcome of the TUC Rivers State Delegates’ Conference held on November 30, 2025, where Comrade Udoka Josiah was elected State Chairman alongside other members of the State Administrative Council.

The ASCSN disassociated all senior civil servants in the state from what it described as a purported delegates conference that allegedly imposed Comrade Samuel Ogan and other private sector officials to represent the interests of Rivers State civil servants before the state government.

The SEC stated categorically that it does not recognize Comrade Ogan or his associates in any capacity as Chairman or officers of the TUC in Rivers State, and formally advised him to desist from interfering in civil service and public sector labour affairs.

The council further directed Ogan and his associates to vacate immediately the TUC Secretariat located on NTA–Ozuoba Road, Port Harcourt, insisting that the facility was constructed through the efforts and resources of the ASCSN without any contribution from the private sector.

The association also called on the Rivers State Government and security agencies to take note of its position, warning that its continued silence should not be mistaken for weakness.

The meeting urged Governor Siminalayi Fubara and heads of ministries, departments and agencies (MDAs) in the state not to relate with what it described as the imposed TUC leadership under Ogan on matters affecting public servants. It insisted that all engagements between the state government and the TUC on civil service matters should be with the Comrade Udoka Josiah-led executive.

However, the ASCSN commended Governor Fubara for approving N100,000 as Christmas bonus for public servants and pensioners, as well as for enrolling civil servants into the Nigerian Social Insurance Trust Fund (NSITF) scheme and dissolving the purported pension board.

Reacting to the development, Comrade Samuel Ogan, who claimed to be the authentic Chairman of the TUC in Rivers State, insisted that he remains the recognized leader of the congress in the state.

He however challenged the ASCSN to follow due process if it intends to disengage from the TUC and demanded evidence that the national leadership of the TUC participated in the election that produced Udoka Josiah as chairman.
