PHALGA Vows Swift Passage of 2026 Appropriation Bill

The leader of the 10th Legislative Assembly of Port Harcourt Local Government Area (PHALGA), Honourable Noble Hanachor Orlu, has pledged that the House will fast-track the passage of the 2026 Appropriation Bill.

The bill, submitted by the Mayor, Honourable Allwell Ihunda, is currently at the committee stage, Orlu revealed in an exclusive interview with the Council’s Information/Public Relations Officer, Carol Ibinabo Matthew.

In a statement posted on the state government website on Thursday, Honourable Orlu confirmed that the bill is expected to be passed next week. This, he said, will enable its prompt implementation. According to Orlu, the proposed budget reflects the needs and aspirations of the people.

He lauded the Mayor as a seasoned administrator who has the welfare of residents at heart and has worked tirelessly to ensure the dividends of democracy reach the doorsteps of indigenes and residents of Port Harcourt City. Furthermore, he described the relationship between the Executive and Legislative arms of the Council as cordial.

More so, Orlu said he is proud to be part of the Mayor’s administration. The Port City (TCPN) gathered that on February 11, the Mayor presented the 2026 Appropriation Bill to the 10th Assembly for consideration. The budget estimate, titled “Budget of Consolidation and Impactful Governance”, is expected to take effect from 1 March 2026, following its passage by the Legislative Assembly.

The 2026 Appropriation Bill, prepared in line with the Financial Memoranda and International Public Sector Accounting Standards (IPSAS), has a total estimate of N19.98 billion for the 2026 fiscal year. In the budget, ₦15.35 billion is earmarked for recurrent expenditure, while ₦4.63 billion is allocated to capital expenditure.
