The Rivers State Government has launched a new biometric verification exercise for workers across its 23 local government areas, following the exit of former Administrator, Vice Admiral Ibok-Ete Ibas (retd.).
Although Ibas had previously conducted an audit that reportedly saved the state about N5bn, questions linger over whether the local government component was fully concluded before his departure on September 18, 2025, after the lifting of emergency rule.
The latest verification was officially flagged off in Emuoha Local Government Area by the Chairman of the Rivers State Local Government Service Commission, Israel Amadi.
He said the renewed audit aims to clean up the payroll, eliminate ghost workers, and ensure the state has accurate records of all legitimate staff.
Before the launch, Amadi, alongside Emuoha LG Chairman, Dr. Chidi Lloyd, inspected ongoing and completed projects within the council secretariat.
Amadi praised Lloyd’s infrastructural efforts, describing them as evidence of transparency and dedication to strengthening local government administration. He urged the chairman not to be discouraged by criticism, noting that opposition often comes from those benefitting from irregularities.

Amadi emphasized that the commission would conduct the exercise transparently, warning that the illegal transfer of workers from other government agencies into local government payrolls would not be tolerated. He added that truancy, multiple employment, and other forms of malpractice would attract sanctions.
Lloyd assured that adequate security would be provided throughout the verification process and stressed that the exercise was aimed at promoting proper management in the local government system rather than targeting any individual.
