Rivers State Governor, Siminalayi Fubara, has given a firm assurance that the reconstruction of the Rivers State House of Assembly (RSHA) complex will be completed on schedule, vowing to present the 2026 budget in its permanent chambers.
The governor made this pledge on Monday during an inspection of the project site, where he was accompanied by Boniface Emerengwa, representing the Ikwerre/Emohua Federal Constituency.
They were received by Senator John Mbata, Chairman of Monier Construction Company Limited (MCC), the firm overseeing the reconstruction.
Fubara stated that restoring the Assembly complex is a top priority for his administration, noting that lawmakers have been operating from an alternative complex due to the condition of their permanent chambers.
“We are committed to ensuring that the Assembly returns to its rightful place. By the time we present the 2026 budget, it will be done properly in the hallowed chambers,” the governor stated.
Addressing previous suggestions that his administration had neglected the project, Fubara emphasised that his visit was to personally assess the progress and set the record straight. He expressed satisfaction with the current pace of work.

He recalled that while the project faced challenges in the past, he confirmed, “everything has now been resolved.”
Fubara also announced a strategic move to accelerate the work: “The contractor informed me that, to accelerate delivery, the interior and other external components have been subcontracted to Julius Berger Nigeria PLC.”
The governor expressed confidence that the core chamber required for legislative sittings will be ready before the end of December.
He clarified that while some ancillary sections of the complex will be managed separately by the Speaker, the state government will ensure the core chambers are delivered without delay.
