Tinubu Redeploys 16 Permanent Secretaries in Major Civil Service Shake-up

President Bola Ahmed Tinubu has approved the immediate redeployment of sixteen serving Permanent Secretaries in a sweeping administrative restructuring aimed at enhancing efficiency across key ministries, departments and agencies.

The directive, conveyed in a statement issued Wednesday 19 November by the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, takes effect from Wednesday, November 19, 2025. All handing and taking over formalities are to be concluded on or before Wednesday, November 26, 2025.

Among the major movements includes:

Engr. Funsho Adebiyi moved from Works to Transportation; Dr. Ibrahim Abubakar Kana proceeds from Aviation and Aerospace Development to the General Services Office (OSGF); Dr. Yakubu Adam Kofarmata shifts from Humanitarian Affairs and Poverty Reduction to Aviation and Aerospace Development; Mrs. Nko Asanye Esuabana transfers from Innovation, Science & Technology to Women Affairs; Mr. Richard Pheelangwa goes from Water Resources and Sanitation to Defence; Mr. Raymond Omenka Omachi moves within the Ministry of Finance (Special Duties) to understudy Mrs Lydia Shehu Jafiya as Permanent Secretary, Finance.

Other notable redeployments include Dr. Deborah Oyindamola Odoh from Service Policies & Strategies Office (OHCSF) to Budget and Economic Planning; Dr. Emeka Vitalis Obi from Petroleum Resources to the Federal Civil Service Commission; and Mrs. Fatima Sugra Tabi’a Mahmood from Career Management Office (OHCSF) to Marine and Blue Economy to understudy Mr. Olufeemi Michael Oloruntola.

The exercise also affects Dr. Emanso Okop Umobong (Cabinet Affairs to Water Resources and Sanitation), Dr. Maryam Ismaila Keshinro (Women Affairs to Youth Development), Mr. Ndiomu Philip (FCSC to Innovation, Science & Technology), Engr. Nadungu Gagara (Economic & Political Affairs, OSGF to Communications, Innovation & Digital Economy), Mrs. Oyekunle Patience Nwakuso (Service Welfare to Petroleum Resources), and Mr. Adeladan Rafiu Olarinre (Communications, Innovation & Digital Economy to Works).

Presidency sources described the redeployment as a strategic realignment to inject fresh energy and expertise into critical sectors as the administration pursues its Renewed Hope Agenda.
