The Federal Government has commenced the execution of 536 community development projects across the Niger Delta region through the Host Community Development Trust (HCDT), in line with the Petroleum Industry Act (PIA) 2021.
The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) disclosed this in a statement on Monday, noting that the projects are being implemented simultaneously in several oil-producing communities.
According to the statement signed by the Commission’s Head of Media and Strategic Communications, Eniola Akinkuotu, the projects are aimed at improving infrastructure and living standards in host communities.
Completed projects include an 18-classroom block at Obagi in Rivers State, the remodelling of Ogbogu Cottage Hospital into a 20-bed facility with a new diagnostic centre, and the upgrade of the Ogbogu Ultra-Modern Civic Centre. Others include road pavements in Oboburu, a bottled water factory in Amah, and gas skid plants and school renovations in Erema and Akabuka.

The NUPRC also revealed that the Host Community Development Trust fund has grown to ₦373 billion as of October 13, 2025. The fund comprises ₦125 billion and $168.9 million contributed by oil companies operating under the PIA, which mandates them to set aside 3% of their operating expenditure from the previous year for host community development.
While the Commission does not manage the funds directly, it monitors their utilisation through the HostComply dashboard to ensure transparency and compliance.
The NUPRC added that it recently facilitated the completion of 10 new projects and launched another 10 under the Obagi HCDT managed by TotalEnergies in Rivers State.
