Governor Siminalayi Fubara has sanctioned the latest appointment within the Rivers State Civil Service, naming Austin Hart as a Permanent Secretary.
The announcement, issued by the Office of the Head of Service and signed by Dr Inyingi Brown, confirms Hart’s new role.
The official swearing-in ceremony, to be conducted by Fubara, is scheduled for a future date yet to be disclosed. This appointment follows a period of administrative changes in the state service.
It comes after the former Rivers State Sole Administrator, Vice Adm. Ibok-Ete Ibas, appointed and inaugurated eleven new permanent secretaries. Prior to Ibas’s action, Fubara had himself sworn in sixteen permanent secretaries.
At that ceremony, held in the Executive Chamber of the Government House in Port Harcourt, Fubara charged the appointees to maintain professionalism and avoid political interference in their official duties, as confirmed by his media aide, Boniface Onyedi.
The governor stressed that their selection was based on their proven competence and trustworthiness within their respective ministries, not merely on chance.

Fubara noted that many ministries were functioning without appropriate administrative leadership, having only supervisory heads.
He expressed the expectation that the new permanent secretaries would now establish a proper direction and commit to upholding ethical practices.
He called upon the officials to align with his administration’s commitment to improving the welfare of the people and maintaining a thriving security situation, thereby guaranteeing enhanced public service delivery.
