In a major boost to community infrastructure, the Port Harcourt Host Community Development Trust (PH HCDT), in collaboration with TotalEnergies and the Nigerian National Petroleum Company (NNPC), has commissioned five newly constructed roads across Rebisi and Mgbuesilaru clusters in Port Harcourt.
The commissioning, held on September 17, 2025, underscores the joint commitment of oil and gas stakeholders to deliver tangible projects that improve the quality of life in host communities.
The completed projects include:
C.I. Wali Lane, Ogbum-nu-Abali (Rebisi) 750sqm, rigid pavement with drainage desilting. Eze Wali Avenue, Mgbuesilaru Town, 6m × 457m, asphalt flexible pavement with drainage works.
Felix Njor Street, Mgbuesilaru Town, Obio/Akpor LGA 4m × 100sqm, rigid pavement with drainage desilting. Nmanyero Lane, Mgbuesilaru Town, Obio/Akpor LGA 3m × 110sqm, rigid pavement with drainage desilting.
Eze S.I. Lane, Mgbuesilaru Town, Obio/Akpor LGA 6m × 150sqm, rigid pavement with four water containment sumps due to terrain conditions.
Chairman of PH HCDT, Chief Hon. Sam Soni Ejekwu, praised the quality of work delivered and reaffirmed the Trust’s dedication to ensuring that host communities fully benefit from the Petroleum Industry Act (PIA) 2021.

“What we are doing here today, we are replicating in other communities across Obio/Akpor and Port Harcourt City, from road construction to community halls, street lights, skills acquisition programs, loans and grants for women and youths, scholarships for our children, and market renovations,” Ejekwu said.
General Manager, Community Affairs, Projects and Development at TotalEnergies, Barr. Dornu Kogam restated the company’s commitment to people-centred development.
“TotalEnergies has placed sustainable development at the heart of its strategy, projects, and operations. We are ready to support PH HCDT in delivering more projects that directly impact communities,” Kogam said.
He also commended the leadership of Chief Ejekwu and the PH HCDT Board for their transparency, efficiency, and focus on community welfare.
The ceremony drew wide commendation from community leaders, councillors, women, and youths, who expressed gratitude to PH HCDT, TotalEnergies, and NNPC. They noted that the road projects will ease transportation, reduce flooding, and boost local commerce.
The Port Harcourt Host Community Development Trust was established under the PIA 2021, which mandates oil and gas operators to directly fund development in host communities. The Trust covers Rebisi, Mgbuesilaru, Rumuogba, and other communities in Port Harcourt and Obio/Akpor LGAs.
Through these projects, PH HCDT, in partnership with TotalEnergies and NNPC, continues to bridge extractive industry operations with sustainable community development.
