Ibas Reaffirms Commitment to Prudent, Excellent Management of State Resources

The Rivers State Sole Administrator, Vice Admiral Ebok-Ete Ibas (Rtd), has once again assured that his administration will continue to manage the State’s resources with prudence, transparency, and a commitment to excellence.

Speaking at the opening of a four-day training workshop for accountants in the State, themed Empowering Transformation Training for Financial Excellence in Rivers State, the Sole Administrator—represented by Secretary to the State Government, Prof. Ibibia Worika—described the initiative as “relevant, crucial, and strategic” to the growth of Rivers State.

He encouraged participants to treat the training as more than a routine exercise, but as an opportunity to sharpen their skills and deliver better services to the people.

Acting Head of Service, Dr Inyingi Brown, praised the Sole Administrator for investing in human capital development.

According to her, the training speaks volumes about his determination to strengthen the State workforce and reposition Rivers as a model of excellence.

She stressed that the sessions were timely, given the urgent need for transparency in the handling of public finances.

Dr Brown also highlighted one of the key objectives of the programme—to clean up the State’s payroll system, eliminate ghost workers, and ensure that only genuine employees and pensioners have access to government resources.

She urged participants to approach the training with open minds and a willingness to adopt new, effective methods of doing their jobs.

Partner with Phillips Consulting, Mrs Modupe Thomas-Owoseni, who gave an overview of the programme, explained that the training was designed to prepare participants for the realities of a rapidly changing financial landscape.

She noted that the sessions would expose participants to global best practices and innovative tools required to deliver efficiency and excellence.

The capacity-building exercise, put together by the Rivers State Ministry of Finance in partnership with Phillips Consulting and Wider Perspectives, drew accountants from Ministries, Departments, and Agencies across the State.

According to the statement shared by Carol Matthew, the Information Officer, Ministry of Finance, it noted that by the end of the four days, participants are expected to emerge with not only updated technical knowledge but also a transformative mindset that will enhance financial management in the State.
