Bille Kingdom Youths Halt Rig Operations Over Unmet Corporate Obligations

In a decisive move to demand accountability, the Concerned Youths of Bille Kingdom have shut down ongoing drilling operations at the Awoba North/West oil wells C, D, and E, located within the Oil Mining Lease (OML) 24.

The action, led by Barrister Dappa Dakoru Daniel, comes in response to Newcross Exploration and Production Limited’s alleged failure to fulfill its corporate social responsibilities (CSR) and obligations to the host community.

The youths, in a petition dated March 5, 2025, accused the oil company of neglecting its duties under the Petroleum Industry Act (PIA) and failing to engage meaningfully with the Bille Kingdom community. They cited persistent issues, including a lack of development projects, employment opportunities, and the non-payment of financial entitlements.

Key concerns raised by the protesters include: Failure to engage with the host community and no proper consultations or appointment of liaison officers for effective communication.

Neglect of CSR commitments: Absence of development projects, welfare programs, and infrastructure despite years of resource extraction. Lack of employment opportunities.

Youths and skilled workers from Bille Kingdom have been excluded from job opportunities at OML 24. Non-payment of royalties and financial entitlements, the company has allegedly defaulted on payments owed to the community.

Following a 48-hour ultimatum issued by the Concerned Youths, operations at the rig sites were forcibly halted. Barrister Dakoru Daniel emphasized that the shutdown was a necessary step to protect the community’s interests.

“We acted in defense of our rights and resources. Newcross Exploration must be held accountable and engage in fair negotiations to ensure the people of Bille Kingdom receive what is rightfully theirs,” he stated.

The youths have called on Newcross Exploration and Production Limited to immediately address their concerns and engage in dialogue. They also urged government authorities to intervene and ensure that the company upholds its obligations to the host community.
