On Thursday, November 20, 2025, the Chairman of Bonny Local Government Area of Rivers State, Amasenibo Hon. Abinye Blessing Pepple, presented the 2025 Supplementary Budget tagged the “Budget of Renewed Sufficient Grace” to the Bonny Legislative Council at the Legislative Chambers, Park Road, Bonny.
The presentation is in compliance with Section 78 of the Rivers State Local Government Administration Law No. 5 of 2018.
While presenting the proposal, the chairman explained that the supplementary budget was aimed at reinforcing ongoing governance priorities and fast-tracking the delivery of democratic dividends to the people of Bonny.
Pepple noted that the fiscal plan is development-oriented, with 75 per cent earmarked for capital projects and 25 per cent dedicated to recurrent expenditure.
According to the summary provided, the chairman allocated ₦728,850,000 to Recurrent Expenditure while Capital Expenditure ₦3,394,000,000.
His words: “We remain steadfast in our mandate to position Bonny Local Government as a hub of transformation, economic growth, enhanced security, and people-centered development.”
The chairman added that he is optimistic the synergy between the executive and legislative arms will be strengthened through the timely consideration and passage of the budget.
“It is our firm belief that collaboration between both arms of government will deepen, especially with the anticipated speedy passage of this supplementary appropriation.”

Pepple also commended the 10th Legislative Assembly for their overwhelming support within the nine weeks of his administration, expressing confidence in their ability to provide the legislative backing required to sustain Bonny’s developmental trajectory.
Responding on behalf of the Legislature, the Leader of the 10th Assembly, Rt. Hon. Kingsley Tammy Jumbo, described the budget presentation as significant and symbolic, noting that it reflects accountable and purposeful governance.
He emphasized that the submission aligns with the law and demonstrates the administration’s commitment to transparent fiscal management.
Jumbo assured the chairman of the Legislature’s readiness to act swiftly, reiterating that the 10th Legislative Council remained committed to supporting initiatives that drive development, ongoing projects, and empowerment programmes across the LGA.
