NCC Orders Telecoms Billing Audit, Shifts Focus to Consumer Awareness

The Nigerian Communications Commission (NCC) has taken a bold step to address long-standing consumer frustrations over data depletion and questionable billing practices in the telecoms sector.

According to its Executive Vice Chairman, Dr. Aminu Maida, the commission directed all major mobile network operators (MNOs) to undergo an independent audit of their billing systems following a flood of complaints from subscribers. Many users alleged their data bundles depleted unusually fast and that they were charged for services they never subscribed to.

The independent audits, however, found no major systemic failures in billing. Instead, they revealed that the perceived data depletion often stemmed from high-data activities like HD video streaming, online gaming, video calls, as well as unnoticed background usage from apps and device updates. The NCC also noted that complex tariff structures made it harder for subscribers to understand how their data was consumed.

With this outcome, the NCC is shifting from a blame-focused approach on operators to a broader strategy centered on consumer empowerment. The regulator is now prioritizing:

  • Consumer education campaigns to help Nigerians understand and better manage their data usage.
  • Simplification of tariff plans, ensuring subscribers can easily compare pricing and make informed choices.

Dr. Maida further emphasized that building stronger broadband infrastructure remains critical. Through its InfraCo licensing framework, the NCC is pushing for wider deployment of fiber networks to deepen broadband penetration and strengthen Nigeria’s digital economy.

Ultimately, the commission’s move to involve external auditors has boosted transparency in the sector while redirecting the spotlight toward consumer awareness and digital literacy—an essential step as Nigeria accelerates toward a fully connected economy.
