Commissioner for Physical Planning and Urban Development, Rt. Hon. Evans Bipi, has issued a strong warning to the Ministry’s Special Committees, Compliance Teams, and Taskforces, emphasizing the need for ethical conduct and adherence to the law in their operations.Â
Addressing the teams, Commissioner Bipi stressed the importance of upholding the highest standards of integrity and professionalism. He unequivocally condemned any instances of harassment, intimidation, or extortion of the public, and warned against the misuse of impounded goods for personal gain.Â
“Our actions must reflect the values of transparency, accountability, and respect for the citizens we serve,” Commissioner Bipi stated. “Forceful tactics and unethical behavior are unacceptable and will not be tolerated.”
He further highlighted the critical importance of adhering to proper procedures, emphasizing that issuing cover letters to developers without government-approved building plans is unacceptable. “Such practices not only undermine the state’s revenue generation but also encourage illegal construction, posing significant risks to public safety,” Commissioner Bipi warned.

The Commissioner also directed the teams to strictly enforce the law prohibiting street trading, illegal markets, and unauthorized activities in public spaces.Â
In a decisive move, Commissioner Bipi announced the dissolution of the Special Committee on Enforcement of Fencing, Outline, and Renovation Permits, citing persistent complaints and negative public perception regarding their activities. A new committee will be constituted to ensure ethical and efficient service delivery.
The Permanent Secretary of the Ministry, Surv. Wisdom Hebron, echoed the Commissioner’s concerns, urging the teams to operate within the bounds of the law and avoid any actions that could undermine the Ministry’s reputation.Â
Tpl. Emmanuel Oti, Assistant Director in charge of Development Control and Enforcement, further emphasized the importance of adhering to proper procedures, including issuing a 7-day notice of non-compliance before taking enforcement action.Â
