Why Tinubu will not attend crucial APC NEC meeting

A Legislative Expert and Public Affairs Analyst, Akinloye Oyeniyi has explained that the National Leader of the All Progressives Congress, APC, Ahmed Bola Tinubu will not attend the next National Executive Committee meeting of the party because he is not a qualified NEC member.

President Muhammadu Buhari had on Wednesday recognised the Victor Giadom-led national leadership of the APC, stripping Tinubu of his loyalist the control of the party.

According to Akinloye, in accordance with Article 25B (iv) of the APC Constitution, the quorum for the National Executive Committee meeting is ⅓ of its membership.

He also stated that in accordance with Article 25B (iii), decisions at the meeting of the National Executive Committee is by a simple majority of members present and voting.

He further listed the eligible NEC members according to Article 12.3 of the APC Constitution, as follows:

*i. National Chairmen.
ii. Deputy National Chairman (North).
*iii. Deputy National Chairman (South).
*iv. National Secretary.
**v. Deputy National Secretary.
vi. Six National Vice Chairmen, one from each geo-political zone.
vii. National Legal Adviser.
viii. Deputy National Legal Adviser.
ix. National Treasurer.
x. Deputy National Treasurer.
xi. National Financial Secretary.
xii. Deputy National Financial Secretary.
xiii. National Organising Secretary.
xiv. Deputy National Organising Secretary.
*xv. National Publicity Secretary.
xvi. Deputy National Publicity Secretary.
xvii. National Welfare Secretary.
xviii. Deputy National Welfare Secretary.
*xix. National Auditor.
xx. Deputy National Auditor.
xxi. National Women Leader.
xxii. Deputy National Women Leader.
xxiii. National Youth Leader.
xxiv. Deputy National Youth Leader.
xxv. Special (Physically Challenged) Leader.
xxvi. Zonal Secretary.
xxvii. Zonal Youth Leader.
xxviii. Zonal Organizing Secretary.
xxix. Zonal Women Leader
xxx. States’ Chairmen of the Party.
xxxi. The President and Vice President of the Federal Republic of
Nigeria in APC.
xxxii. President of the Senate and Deputy President of the Senate in APC.
xxxiii. Speaker and Deputy Speaker of the House of Representatives in APC.
xxxiv. Governors of the States of the Federation in APC.
xxxv. Majority or Minority Leader, Party Whip and their Deputies in the Senate and House of Representatives in APC.
xxxvi. Two serving Senators of APC from each geo-political zone, nominated by the Senators from such zone.
xxxvii. Three members of the House of Representatives of APC from each geo-political zone nominated by members from such zone.
xxxviii. Six Ex-Officio members, of whom, one each shall be elected by the National Convention from each of the six geo-political zones.
xxxix. Serving Chairman, Deputy Chairman and Secretary of the Board of Trustees (BOT).
