Rivers: Helicopter Crash Lacked Flight Data Recorder, NSIB Reports

The Nigerian Safety Investigation Bureau (NSIB) has revealed that the Sikorsky helicopter, registered as 5N-BQG and operated by Eastwind Aviation, which crashed on October 24, 2024, lacked a Flight Data Recorder (FDR). The helicopter, carrying eight individuals, plunged into the Atlantic Ocean near Bonny Finima at approximately 11:22 a.m.

In a press briefing held on December 17, 2024, in Abuja, the NSIB Director General, Alex Badeh, presented the preliminary findings. He emphasized that the aircraft did not have an FDR, a violation of Part 7.8.2.2(q) of the Nigeria Civil Aviation Regulations (Nig. CARs) 2023, which mandates the installation of FDRs in all helicopters.

Badeh also noted that the flight crew used non-standard phraseology during the flight, with no standard callouts for various flight phases. He disclosed that the aircraft’s radio altimeter had been flagged and deferred for repair on October 18, 2024, six days before the crash. Furthermore, the weather report provided to the crew on the day of the incident omitted dew point data.

According to the report, the crash into the Atlantic Ocean was unsurvivable. The helicopter disintegrated upon impact, scattering debris over a wide area. The main wreckage was located at coordinates 04°13’37” N, 008°19’22” E, submerged at a depth of 42 meters. Fuel traces, helicopter debris, and personal belongings were observed across the crash site.

The NSIB confirmed that some life vests and three bodies were recovered, with some victims wearing inflated life vests. Despite conducting a perimeter search, no additional bodies were found on the day of the incident.

Director General Badeh stated that the flight crew was certified for the operation. Initially, the captain served as the pilot flying, with the first officer as the pilot monitoring. The helicopter was equipped with a solid-state cockpit voice recorder.

Investigators arrived at the crash site the following day to conduct a post-occurrence assessment in line with the Civil Aviation (Investigation of Air Accidents and Incidents) Regulations and Annex 13 to the Convention on International Civil Aviation.

The NSIB recommended that the Nigeria Civil Aviation Authority enforce strict compliance with Nig. CARs 2023, Part 7.8.2.2(q), ensuring that all helicopters with a maximum takeoff mass between 3,175 kg and 7,000 kg are equipped with a Flight Data Recorder (FDR).

Rivers State Relaunches Christmas Discount Market After Decade

The Rivers State Government is set to reopen the Christmas Discount Market after a 10-year suspension, aiming to provide residents with affordable goods during the festive season.

The market will run from Thursday, December 18, to Saturday, December 28, at the Elekahia Stadium in Port Harcourt. Speaking at the venue, Commissioner for Commerce and Industry, John Otamiri, said the initiative is part of the government’s efforts to ease the economic burden on residents.

Otamiri noted that vendors were given free spaces at the stadium to ensure that goods are sold at the lowest possible prices. He emphasized the government’s commitment to making the program accessible and impactful for all residents.

The market’s revival is significant, having last been held a decade ago under the administration of former Governor Rotimi Amaechi. Its return this year is expected to attract residents across the state, providing them with discounted food items, household essentials, and other goods ahead of the holidays.

Consultant to the state government, Reginald Uranta, described the market as more than just a shopping hub. He revealed that the event will include entertainment, such as daily performances by comedians and musicians, creating a festive atmosphere for families.

“The environment is serene and family-friendly,” Uranta said. “There will also be a Christmas village, a stage for performances, and a dedicated playground for children to relax and enjoy the season.”

The relaunch of the Christmas Discount Market comes as part of the Rivers State Government’s broader plans to support residents during challenging economic times. By reducing costs for vendors and ensuring affordability, the initiative seeks to spread holiday cheer while addressing residents’ needs.

Residents of Rivers State are expected to take advantage of the program, which promises quality goods at discounted rates in a lively and relaxed environment.

Court Convicts Tombari Taol for Murder of Minor in Rivers State

A High Court sitting in Port Harcourt, Rivers State, has convicted Tombari Taol for the murder of a minor, Eedeebari Gonis, in November 2018 at Bori, Khana Local Government Area.

The trial judge, Justice Margaret Opara, found Taol guilty on a three-count charge of sexual abuse, unlawful sexual intercourse, and murder.
In her judgment, Justice Opara deferred sentencing to February 4, 2025. She explained that Taol, who was a minor at the time of the offense, could not face the death penalty. Instead, the court will determine whether he will serve a life sentence or be sent to a rehabilitation center.

Justice Opara also directed the Port Harcourt Correctional Centre to conduct a medical examination to assess Taol’s mental state, which will guide the court’s final decision on his sentencing.

Speaking to journalists after the judgment, prosecuting lawyer Aya Adaye-Orugbani expressed satisfaction with the outcome of the trial.

“In view of the fact that the convict is also a child, the court in his wisdom has directed. It is fair because he is a child and we hope he can be fully rehabilitated and reintegrated into society.”

The Chairperson of the International Federation of Women Lawyers (FIDA) Rivers State, Emi George, and her predecessor, Antonia Osademe, also reacted to the court’s decision. Both commended the judicial process while calling for justice for victims of sexual and gender-based violence.

Police Gives Firm Three Days To Destroy Expired Explosive Materials In Rivers Community

The Rivers State Police command has approved three days for Oildata Nigeria Limited to render and destroy some explosive Materials in its custody.

The command gave the approval after relevant experts reportedly examined the materials and confirmed them to have expired.

A statement by the State Police Public Relations Office, Grace Iringe-koko, revealed that Oildata Nigeria Limited was charged with carrying out the destruction exercise within three days.

“This exercise will be carried out on Wednesday 18th to Friday 20th December 2024, by the Explosive Ordnance Disposal (EOD) of the command from 0900hrs daily at Kporghor Community in Tai Local Government Area of Rivers State.

“The general public and indeed residents of Kporghor Community are hereby enjoined not to panic if they hear deafening loud sounds emanating from the exercise as every precautionary measure has been put in place to avert any danger.”

Rivers CSO kicks as LG autonomy not yet implemented

The Civil Society organisation in Rivers State has condemned the non implementation of the local government financial autonomy which was granted by the Supreme Court since July.

Report had it that despite having an elected council executive, local governments in the country are still not receiving allocation directly from the federal government without passing through a state controlled account.

This was the practice that went on for years before the Supreme Court declared full autonomy to local government including getting its allocation directly from the federal government to fund its affairs. According to the Chairman of CSO in the state, Comrade Ene-faa Georgewill, the decision of the Supreme Court is supreme as he urged everyone including the federal government to always respect court judgments.

He said: “First, I must state that everybody including the federal government should respect the decision of the Supreme Court on any matter especially in the matter of local government autonomy.

“We have just been informed that the allocation meant for local governments is still being paid through the state-controlled account which brings to question the supremacy of the Supreme Court on everybody as regards the binding powers it possesses as the highest court in the land.

“We are equally aware of bureaucracy plaguing the availability of an account that could solely belong to the local government which the allocation is supposed to be paid into and some other bureaucracies. We hope such, to be the reason the LG allocation is still being paid into state-controlled accounts.

“Otherwise, for the facts that the Supreme Court has made a pronouncement on local government autonomy, it is the duty of the federal government to respect the decision of the court. “But if the issue is based on bureaucracy as I said earlier, the federal government should do well to immediately ask the local government to put its hands together and resolve the bureaucratic bottleneck that has been hindering the local government from getting allocation directly.

“Where the issue is not based on bureaucracy but on unnecessary politics associated with revenue allocation in the country, then we condemn it in the strongest terms. “The Supreme Court is supreme because its decisions are laws that everybody must obey including the presidency and the federal government.

“We are also calling on the institution responsible for the disbursement of allocation to do what is needed in line with the pronouncement of the Supreme Court on local government autonomy.”

I was assaulted by Kie Obomanu’s bodyguards, says JONAPWD Secretary-General

The Secretary General of the Joint National Association of Persons with Disabilities (JONAPWD, Rivers State Chapter, Dr. Ngo Baridapdoo J. has narrated how a well-known leader of the PWD community in the state, Kie Obomanu assaulted him at an event organized by the state government.

Obomanu who is a popular radio broadcaster and anchor of several top political events in the state was accused of detailing his hearing-impaired bodyguards to beat up the Secretary General of JONAPWD, which had prompted the victim to seek justice.

Ngo Baridapdoo narrated his ordeal by saying: “On December 12, 2024, the Rivers State Government convened a meeting with all persons living with disabilities in the state for an insurance program at the Orugbon Health Centre by Garrison Junction, Port Harcourt.

“As the current secretary general of the Joint National Association of Persons with Disabilities, Rivers State Chapter, I was one of the coordinators and I attended the event with my wife so we could both register.

“While the event was going on, an unfortunate incident unfolded, Kie Obomanu bodyguards who are persons with hearing impaired began harassing a man in a wheelchair near us. I intervened pleading with them to handle him with care.

Unaware to me that their true target was me as Kie Obomanu has ordered them to attack me and before I could fully comprehend the situation, the said bodyguards of Obomanu turned their attention on me, forcibly pushing me out of the premises.

“A group of Obomanu’s bodyguards surrounded me and began beating me. While my wife was unable to stand by and watch, she intervened to protect me and they also assaulted her as well, right before my eyes.

“By God’s grace, intervention came and we were actually rescued from the hands of Obomanu’s bodyguards. I am not the first victim of Kie Obomanu’s inhuman actions. He has consistently used persons with disabilities hearing impaired as tools to intimidate and harass other persons with disabilities.

“In Rivers State, we have documented evidence of the ordeals we go through in the hands of Obomanu. It is more disheartening that Kie Obomanu who is also a disabled person would engage in such barbaric acts against fellow persons living with disabilities.

“I am calling on the Rivers State Government, the Honourable Commissioner for Social Welfare and Rehabilitation, and other relevant authorities to investigate this incident because I need justice.”

Our correspondent reports that efforts aimed at reaching Obomanu for comments were unsuccessful as his phone line was not connecting as of the time of filing this report.

Police Bans Use Of Fireworks, Crackers, Knockouts In Rivers State

In line with her resolve to ensure safety of residents during the yuletide period, the Rivers State Police command has reiterated its stand against the use of any explosive of any kind capable of posing panic and tension in the state.

This includes, fireworks, crackers, and knockouts. State Commissioner of Police, Mustapha Mohammed Bala, stated this in a release made available to newsmen on Monday, December 16, 2024, by the Command’s spokesperson, Grace Iringe-koko.
