Reasons For Hampered Efficient Petroleum Supply in South East- NNPC

The Nigerian National Petroleum Corporation, NNPC, has explained the reason it could not attain efficient supply of crude oil in the South-East region.In a statement by NNPC’s Group Managing Director of the Corporation, Dr. Maikanti Baru during a courtesy call on the Enugu State Governor, Rt. Hon. Ifeanyi Ugwuanyi, at the Government House, Enugu over the weekend, he lamented the incessant acts of vandalism on the Aba-Enugu products pipeline.

According to Baru, the constant vandalism had led to about 700 breaches on the pipeline, a situation that has hampered efficient supply and distribution of petroleum products not only in the state but in the entire South-East region.

The Group Managing Director explained that even after the Aba-Enugu pipeline was repaired, it still had to be shut down as the corporation hardly gets up to 50% of the products pumped.

In a bid to solve the challenge, NNPC said it has partnered with the Enugu State Government to revamp the strategic Enugu Depot towards meeting the petroleum products demand of the entire South-East region and beyond.He described Enugu Depot as a major NNPC supply and distribution infrastructure in the entire South-East region which requires the support of all stakeholders to bring back to life.

According to the GMD, the Osisioma and Nsirimo areas (both in Abia State) as well as Ishiagwu (in Ebonyi State) where the major vandalism flashpoints along the line where illegal connections for diversion of products, had been observed almost on a daily basis.

He, therefore, called on the governor to rally his counterparts in the region to work with the NNPC and security agencies to secure the strategic pipeline, which he said would go a long way in reviving efficient supply and distribution of petroleum products in the area.

“This depot is not only strategic to the South East, it also serves as a bridge to Makurdi Depot in the North Central as well as the Yola Depot in the North East,” he noted.

The Group Managing Director also charged the governor to collaborate with relevant government agencies to enforce the sale of petrol at filling stations in the state at the government-regulated price of N145.

“You wouldn’t want to watch as unpatriotic marketers profiteer over your innocent citizens. We still believe marketers anywhere in this country can make a profit selling at the official pump price,” Baru added.

Responding, Governor Ugwuanyi assured the NNPC boss that he would rally other governors from the region to ensure that the Aba-Enugu pipeline is secured from the unwholesome activities of vandals.

Describing the Group Managing Director’s visit as timely, Governor Ugwuanyi said he was now better informed as to why the Enugu Depot was not in operation.

He assured that the Enugu State Task Force on Petroleum Products would work with NNPC officials and relevant security agencies to ascertain the exact incident spots with a view to securing the pipeline.

Oil prices rise amidst Middle East tensions

Oil prices rose on Tuesday, pushed up by concerns that tensions in the Middle East could lead to supply disruptions.

Hopes that behind-the-scenes talks between the United States and China will prevent a looming trade war between the world’s two biggest economies also supported global markets, including crude oil futures.

U.S. West Texas Intermediate (WTI) crude futures were at $65.71 a barrel at 0142 GMT, up 16 cents, or 0.2 percent, from their previous close.

Brent crude futures were at $70.25 per barrel, up 13 cents, or 0.2 percent.

James Mick, Managing Director and Energy Portfolio Manager with asset management firm Tortoise, said “rising geopolitical tensions” were driving up oil prices. The biggest risk was that the United States could re-introduce sanctions on Iran.

“Crude also received support from OPEC members as Saudi Arabia and Russia both reiterated goals to extend the production cut agreement,” Mick said.

Iraq, the second biggest producer within the Organization of the Petroleum Exporting Countries (OPEC) said on Monday that it also supports the producer cartel’s agreement to cut oil output.

OPEC, together with a group of non-OPEC producers led by Russia, started withholding production in 2017 in order to prop up prices. The deal to cut is scheduled to last through 2018, and there has been recent support by OPEC’s de-facto leader Saudi Arabia to extend the cuts into 2019.

However, some traders cautioned that such a moved faced opposition.

Stephen Innes, head of trading for Asia/Pacific at futures brokerage OANDA in Singapore said there was “considerable resistance” as current or higher prices opened the possibility that even more U.S. shale producers could come back online.

U.S. oil production has already jumped by almost a quarter since mid-2016, to 10.4 million barrels per day (bpd), taking it past top exporter Saudi Arabia and within reach of top producer Russia, which pumps around 11 million bpd.

In Asia, Shanghai crude oil futures saw their second day of trading, repeating Monday’s high volumes.

Over the first 24 hours of its trading, Shanghai’s spot crude volumes made up 5 percent of the global market, versus 23 percent for Brent and 72 percent for WTI.

Brent volumes are currently low as much of Europe is already on holidays for Easter.

Shanghai crude dropped from a Monday close of 429.9 yuan ($68.62) per barrel to 426.2 yuan ($68.03) at 0143 GMT on Tuesday.

In dollar-terms, Chinese crude prices are trading between Brent and WTI.

Don’t Politicise Rivers Neighbourhood Safety Corps, Mitee Cautions Opposition party

FORMER President of the Movement for the Survival of the Ogoni People (MOSOP) and human rights activist, Mr. Ledum Mitee has thrown his weight behind the newly created Rivers State Neighborhood Watch and Safety Agency, stressing that its implementation will help address security challenges in the state and provide more enabling environment for businesses to thrive.

He also called on Rivers people to give the Agency and the law establishing it a chance even as he urged the state government to educate citizens through massive enlightenment, on the objectives of the legislation for the people to fully embrace the security outfit.

Mitee, who spoke in an interview with theportcitynews.com said if operatives of the Agency have been empowered to carry arms, rather than call for a wholesale rejection of the outfit, the focus should be to amend provision of the law as according to him,” the state cannot legislate over issues of ammunition”.

It would be recalled that Governor Nysom Ezenwo Wike had recently given his assent to the Rivers State Neighbourhood Safety Corps Law No.8 of 2018 as part of fresh impetus to enhance security of lives and properties across the state.

He also gave his assent to the Rivers State Secret Cult and Similar Activities (Prohibition) (Amendment) Law No.6 of 2018 and the Rivers State Kidnap (Prohibition) (Amendment) No.2 Law No.7 of 2018 amidst protests by the opposition All Progressives Congress (APC).

Indeed, Dr. Dakuku Peterside, the APC governorship candidate in the 2015 election, while kicking against the law, said he would join others to challenge the controversial law claiming that the law which empowers the Agency’s personnel to bear arms, arrest and prosecute suspects is unconstitutional.

Similarly, some chieftains of the APC, who are operating under the aegis of Free Rivers Development Initiative (FRDI), have kicked against the decision of Governor Wike to give assent to the Rivers State Neigbourhood Safety Corps Bill 2018.

FRID President, Engr. Ngerebala Sampson, at a press conference in Abuja recently in company of Hon. Chidi Lloyd, Hon. Asita Honourable, and Prince Tonye Princewill, claimed that Neighbourhood Corps would be used by Wike to arrest and prosecute political opponents with a view to keeping them out of circulation before, during and after the 2019 general elections, an allegation which the governor had denied.

Sampson, who said that the bill was signed into law despite the pending suits before the Federal High Court against it, added that they raised alarm to its danger when it was at the bill stage before the Rivers State House of Assembly.

Therefore, he called on the Inspector General of Police and other security agencies to take steps and stop the River State Governor from inaugurating the Rivers State Safety Corps.

“Whereby our call is not heeded to, our reaction will be to also set up our own Neighbourhood Safety Corps to watch Wike’s Neighbourhood Safety Corps. We shall cloth them with uniforms and apply for arms for them through the police, then the two Neigbourhood Safety Corps will police each other. We cannot allow what happened before, during and after the 2015 general elections in Rivers State to repeat itself in 2019,” Sampson threatened.

Mr. Mitee, however, said that the Safety Corps and the enabling law should not be politicized.

He said:“Of course I believe in it. You see, in the face of all this controversy about the Neighborhood Watch and all that, I have to source for the Laws of Lagos as regards that. And I tried to compare it to see that they are similar”

Since the window for a TONYE COLE OPTION was opened, a couple of people have raised a few reservations. While some have been fair in their criticism of the TONYE COLE OPTION, some others have just been mischievous & spoken from the point of malice. However, because we are focused on issues based campaign, I will respond to their fears & ignore the mischievous innuendos.

1- TONYE DELE COLE is either not a known or popular son of Rivers state.
The truth is that Tonye was born in PHC & destiny took him around the world in the course of education & personal development. Of course, it is public knowledge that he attended the best schools out-there & acquired quality education thereof and this has helped him acquire a worldview that greatly prepared him to be the success story that he has become.

Therefore, TDC travelled & has seen. IF WE SAY THAT LANDLORD SHOULD TRAVEL AND SEE, shouldn’t we benefit from what “Landlord TDC” has seen after traveling? IT IS CALLED EXPERIENCE. We therefore want Rivers state to be a beneficiary.

2- Some have questioned his knowledge of politics & if he is groomed sufficiently enough to get involved in the murkiness of Rivers state politics. To these queries, my response will be in the words of Peter Ekekwe ….”Politics is not a profession. That most people have turned it into their profession is part of the reasons we are where we are today. Anyone who has conquered the politics of business and Governance cannot be seen as a neophyte .”.

3- There are people who have questioned his level of participation in the affairs of Rivers state. They fear that he is not suited for the office because he doesn’t understand the terrain. I just want to use this opportunity to inform them that TDC helped to form the idea & vision of the Greater Port Harcourt development & was once the Chairman of the Greater Port Harcourt governing board. Also, apart from been a private economic & projects counselor/advisor of His Excellency, Gov Chibuike Amaechi, TDC was for the greater part of that visionary govt, a member of the Economic Team of the same govt. It was in the same capacity that Gov. Godwin Obaseki “acquired the knowledge of Edo State politics” & just like Gov Akinwunmi Ambode of Lagos State.

4- Then there are those who have alleged that TDC does not have a political structure that he will use to ride to victory both at the primaries and the governorship election. My response is that the only structure that is authentic is the structure of the All Progressives Congress, that is oiled & nurtured by the Honorable Minister of Transportation, Rt. Hon. Chibuike Amaechi.

EVERY OTHER PERSON HAS EITHER BEEN A BENEFICIARY OR DESIRE TO BE A BENEFICIARY. If we say it is a lie or fallacy, why not remain in PDP & challenge Gov Ezenwo Wike or decamp to either KOWA, APP or the “new rave”, SDP. It is my advise that we quietly seek the benefits of the CRA political vineyard with humility & not make noise about how monkey has been working & baboon wants to come & eat.

CRA has mostly been the monkey & the rest of us, largely the baboons. We know those who contributed to the APC in 2013,2014,2015 & thereafter. If you were invited to a party, don’t claim ownership because you’re the best dressed or dancer. In truth, WE SEEK TO BENEFIT FROM CRA’s GOODWILL AND THE SUPPORT OF ALL APC MEMBERS. It is our prayer that TDC should be supported with our collective grassroots capacity. TDC does not claim to be everything, but that which he has, will help the state flourish. He needs your grassroots support to be able to apply his experience. That’s actually the true meaning of partnership.

5- HAS TDC DECLARED HIS INTEREST? My simple answer is that no one has declared his interest to run for the governorship of Rivers state. Not even the incumbent. All those who know TDC can swear that he is a gentleman & a silent achiever, who is not lawless nor desperate. We all know that the the leader of the party in the state has appealed to all who are interested in vying for any political office to hold their fire & concentrate more on building the party. While this has been observed by some largely in breach, TDC will certainly not disrespect the leader or the party by doing anything to undermine our leader or the party & make them look ridiculous. At the auspicious time, the law abiding & respecting ones will declare their interest. AND WHEN THAT TIME COMES, TDC WILL SPEAK & “WHEN TONYE SPEAKS EVENTUALLY, HE WILL SPEAK LIFE TO THE POLITY AND TO THE ECONOMY” of Rivers state. (Ekpiri Ebube)

Rivers State Public Service Hits 46,000, As Rivers State Government Rolls Out Riv Job Platform

The total number of civil servants in the payroll of the Rivers State Government is 46,000, according to figures made public by the Special Assistant to the Governor on ICT, Asawo Ibifuro.

Speaking during an interaction with journalists in Port Harcourt, Mr. Ibifuro said that government is the highest employer of labour in the state.

While acknowledging that there was ongoing audit and biometrics of civil servants in the state, the governor’s aide hinted that there were plans to upgrade the civil service data system.

However, reacting to statistics by the National Bureau of Statistics (NBS) on the level of unemployment in the state, Ibifuro pointed out that the state government cannot absorb all of those who need jobs, stressing that the public sector has a great role to play to reduce unemployment.

In the light of this, he disclosed that the Rivers State Government has unveiled a database to engage thousands of job seeking youth through collaboration with the private sector.

The new scheme, Asawo further explained, “is tagged, ‘RIVJOB Project’ and is ICT-driven to collate data of young job seekers and connect them with employers in the private sector.

“The project is a stop gap measure”, Asawo stated, adding that “and it will pool skills and employees, linking them to employers, who will use the database to engage those they need”.

“The platform also promotes training and skills development for the unemployed youth, while at the same time providing ready-made data for government’s development planning”, Asawo stated.
He announced that the RivJob platform will come on stream for youth to register freely April this year.
“We want to see how to use ICT to create jobs for Rivers people” he said.

Buhari signs instruments to boost Nigeria’s income, anti-corruption campaign

President Muhammadu Buhari on Monday signed instruments of ratification of agreement with Singapore against double taxation and an MoU with Switzerland and the international development association on the return of confiscated illegally-acquired assets.

According to a statement issued by the Special Adviser to the President on Media and Publicity, Femi Adesina, the signing of the instrument and the memorandum of understanding, MoU, followed the approval of the Federal Executive Council, FEC.

The statement reads, “The Instrument of Ratification of the Agreement between the Government of the Federal Republic of Nigeria and the Government of the Republic of Singapore for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and Capital Gains.

“The other was the Instrument of Ratification of the Memorandum of Understanding (MoU) among the Government of the Federal Republic of Nigeria; the Swiss Federal Council and the International Development Association on the Return, Monitoring and Management of Illegally-Acquired Assets Confiscated by Switzerland and to be Restituted to the Federal Republic of Nigeria.

“With the execution of these instruments, Nigeria’s trade relations with Singapore and income therefrom are expected to rise, while the return of illegal assets will not only boost the administration’s anti-corruption drive, but also provide additional funds for critical infrastructure.”

Nigeria is now completely Directionless — Governor Wike Alleges.

Rivers State Governor, Nyesom Ezenwo Wike, on Monday, said that Nigeria is now completely directionless, with the country permanently on a dangerous downward slide.

The governor said this during the Swearing-in of four judges of the Rivers State High Court and Customary Court of Appeal at the Government House Port Harcourt.

The Judges sworn-in by the governor include: Justice Godwin Ollor and Justice Uche K-Chuku of the Rivers State High Court and Justice Legor Senewo and Justice Frank Onyiri of the Rivers State Customary Court of Appeal.

Governor Wike also regretted the politicization of governance process, which has entrenched despair across the country.

Governor Wike commended Elder Statesman, General Theophilus Danjuma for saying the obvious truth about the security architecture of the country.

He regretted the fact that the Rivers State security has been deliberately compromised by security agencies who work with APC to undermine security of lives and property.

He equally flared the APC for the recent deliberate crisis and threat to violence by the on the setting up of the Neighbourhood Safety Corps which he said underscores the devilish schemes to promote insecurity in Rivers State.

“Nigeria has gotten to a point that we don’t know where we are heading. I don’t use to fast, but I will fast for God to keep General Danjuma. General Theophilus Danjuma has said the obvious truth. It is happening daily in Rivers State.

“We are setting up our Neighbourhood Safety Corps, but they are generating crisis. We only replicated what is in existence in Lagos State, but nobody queries that of Lagos State. Only recently, Nasarawa State launched her outfit, without being challenged “, Governor Wike said.
He berated the APC Federal Government for abandoning the solemn duty of protection of lives and property in pursuit of 2019 re-election.
On the swearing-in of the judges, Governor Wike charged them to uphold the rule of law and be fearless in the dispensation of justice.

He urged the judges not to allow themselves to be intimidated by agents of the political class, adding that if they fail in their responsibilities, they will be called to account by God.

Reasons for Delay On The Ogoni  Cleanup  – HYPREP

A member of the Board of Trustees of the Hydrocarbon Remediation Project (HYPREP), Mr. Mike Emuh, has said the seeming delay in the commencement of the cleanup of Ogoni land, was as a result of the special nature of the project, as well as economic and technical challenges.

In an interview with reporters in Abuja, Emuh, who is also the National Chairman of Host Communities of Nigeria Producing Oil and Gas (HOSTCOM) said the Ogoni cleanup project was unlike infrastructure projects where contractors quote, and were then mobilized to site.

Emuh, who is representing oil-producing communities on the HYPREP Board, said the cleanup was present at the demonstration stages and a number of companies were already at the sites displaying their competencies.

According to him, the project was delayed because of issues of locating a site where the wastes could be dropped for conversion to energy; other factors included Nigeria’s economic recession and challenges in the Niger Delta region which hampered Nigeria’s revenue profile and the inability of the Federal Government to include the project in the budget of the country in 2016 and 2017.

Project Coordinator of HYPREP, Dr. Marvin Dekil, recently assured the people of Ogoni land in Rivers State that the Federal government is committed to the completion of the remediation of the area even as a progress report on work is done in the project.

Dekil said the following activities had been accomplished as part of the implementation process of the Ogoni clean-up exercise including Mass community sensitization activities across all four LGAs; and demonstration of remediation technologies in Ogale, Korokoro, Kwakwa and B.Dere communities.

He added that the technical demonstrations were carried out by companies at no cost to HYPREP.

Other activities include training of technical staff to increase competence on the job, signing of a Memorandum of Understanding by the Minister of State for Environment, Ibrahim Jubril with the United Nations Institute for Training and Research (UNITAR) for the restoration of livelihoods in the communities, and the implementation of health outreach programme which he described as “the first step towards the health impact assessment study as recommended in the UNEP Report.”

He added that “The exercise enabled us to carry out an initial public health data as well as provide healthcare services to the Ogoni people.” Reports have it that the Ogoni Clean-up exercise may take up to 30 years to be completed.

Argentina international goalkeeper Agustín Marchesín was surprised that he was not invited by manager Jorge Sampaoli for the national team’s pre-World Cup friendlies against Spain and Italy and it has been suggested that he was snubbed for conceding four goals in the loss to Nigeria last November.

Kelechi Iheanacho, Alex Iwobi and Brian Idowu were on target for the Super Eagles in the friendly that took place in Krasnodar.

The CF América netminder has argued that no goalkeeper would have stopped the balls from entering into the net even though he has been blamed for at least two of the goals conceded.

”I do not think that this match should be the only parameter to decide whether or not you can be in the Albiceleste,” Marchesín lamented to Closs Continental

“I play every weekend, I think I’m doing things well to continue in the National Team.

”I am not stupid and I know that Nigeria’s match was not a normal game, but I know how the goals were, I do not think any other goalkeeper could stop those balls.

”It’s my dream to play at the World Cup and I still do not consider myself off the list.”

Coach Sampaoli called up three goalkeepers Sergio Romero (Manchester United), Wilfredo Caballero (Chelsea) and Nahuel Guzmán (Tigres UANL) for the friendlies this month.
