Nigerian Army Destroys 115 Illegal Refineries, Arrests 22 in Rivers, Bayelsa

The Nigerian Army has dealt a significant blow to oil thieves and illegal refiners in Rivers and Bayelsa states, destroying 115 illegal refining sites and arresting 22 suspects. The operation, conducted by troops of the 6 Division in conjunction with other security agencies, also resulted in the recovery of stolen pipes, pumping machines, and crude oil.

According to Lt. Col. Jonah Danjuma, acting Deputy Director of Army Public Relations, the operation was carried out simultaneously in both states, with troops dominating the operational environment and recording tremendous successes.

In Bayelsa State, troops conducted operations around the swampy Ibidi general area, Twon Brass, Agip Terminal in the Brass Local Government Area, where one illegal refining site, one pumping machine, one generator, one reservoir, as well as one large wooden boat with stolen illegally refined products estimated to be over 90,000 liters was intercepted.

Additionally, in the Southern Ijaw Local Government Area, around Igbomotoru, two illegal refining sites, one wooden boat, as well as over 2,000 products were confiscated. In the same LGA, around Opotoma and Isinugbene, troops deactivated two illegal refining sites and confiscated over 2,500 liters of stolen crude.

Similarly, at Oyenegbene also in the Southern Ijaw LGA, four illegal refining sites, two wooden boats, and pumping machines were recovered, in addition to over 2,500 liters of stolen crude confiscated. At Okarki forest, one illegal artisanal refinery was destroyed with over 5,000 stolen crude confiscated.

Notably, in Rivers State, troops of the division also dominated the operations environment, with footprints of operational successes. At the notorious Imo River, over 79 illegal refining sites, and 59 wooden boats were destroyed, with over 40,000 stolen products recovered. These recoveries were in addition to other ancillary items deactivated at the sites.

Additionally, troops acting on credible intelligence, on the activities of vandals at an installation owned by Webster Global Ventures Limited, close to Cawthorne Channel II, flow station in Degema LGA, mobilized to the site and arrested four suspects. The suspects were arrested with a wooden boat laden with scraps and parts of the installation pipes suspected to have been stolen.

FCT Minister Wike Issues Stern Warning to PDP


In another operation at Ebocha oil field around Krakarma in the Bille general area of Degema, troops observed an attempt to re-activate an earlier destroyed site, where three illegal refining sites were destroyed and products estimated to be over 3,000 liters confiscated.

It is worth noting that the troops also closed in on oil thieves at Ondangwa in Etche LGA, where several illegal connection points were identified and clamped. This was in addition to two drum pots, one pumping machine hidden in the swamp, one oven, two receivers, and three dugout pits were deactivated with over 2,000 liters of stolen crude recovered.

In Ondoni, Onne LGA, troops intercepted two suspects conveying 27 suspected vandalized Nigerian Agip Oil Company pipes in a Daina pickup truck with Reg No Ebm 126 XA RI. Also, at Krakarma and Bille general area in Degema, four illegal refining sites were destroyed, and six suspected oil thieves were arrested.

The same feat was recorded at Ogbogolo forest in Ahoada East, where seven illegal refining sites were destroyed with over 2,000 liters of stolen products handled appropriately.

It bears mentioning that the General Officer Commanding, the 6 Division, Nigerian Army, Maj. Gen. Jamal Abdussalam has commended the troops for their efforts and urged them to ensure zero tolerance for illegal artisanal refinery activities and associated crimes in the Niger Delta region.

He also called on critical stakeholders, particularly the communities where these illegalities thrive, to rise up to the occasion, given the devastating effects these criminalities have had on their immediate environment and the nation’s economy.

Rumuewhara community devastated by crude oil spill

The residents of Rumuewhara, a densely populated community in Obio-Akpor Local Government Area of Rivers State, on August 29, 2024, woke to find their environment submerged in crude oil.

The spill was traced to a corroded underground pipeline owned by oil giant SHELL.q

An investigative team from Pilex Centre, a civil society organization, attributed the spill to aging infrastructure, noting the people of the Niger Delta continue to bear the brunt of environmental pollution despite numerous environmental protection laws.

Courage Nsirimvo, Coordinator of Pilex Centre, called on SHELL to deploy a technical team to address what is quickly escalating into an environmental emergency, warning that the spill’s impact raises serious concerns for both the local community and the wider Niger Delta region.

A local resident, speaking anonymously, expressed frustration, stressing that the underground pipes were installed over 60 years ago and have severely deteriorated, requiring immediate replacement.

“The spill has continued unabated for several days, wreaking havoc on the local ecosystem and the livelihoods of the community, which depends heavily on farming,” the resident added.

A similar oil spill has been reported in the Rumuoduwere community, Elelenwo, Rivers State, on August 21, 2024, caused by an aging pipeline owned by SHELL. The incident has sparked urgent calls from community leaders, Pilex Centre, and other civil society organizations for immediate action.

Residents of Rumuoduwere lamented that repeated oil spills have contaminated their land and water supply, rendering access to potable drinking water impossible. The environmental and health risks have left the community in a dire situation.

In response, Pilex Centre has called for the suspension of operations by SHELL and other multinational oil companies (MNOCs) until expired pipelines are replaced and the region is thoroughly cleaned. The organization also called for the establishment of special environmental hazard diagnosis and treatment centers in affected communities.

Pilex Centre further demanded a comprehensive underground assessment by SHELL and the National Oil Spill Detection and Response Agency (NOSDRA) to determine the extent of the spill and its impacts on the environment and public health.

According to the release today, the Chief Press Secretary, Udeme Obot, said the aim of the inauguration was to mobilise the entire Eleme community to align with Governor Siminalayi Fubara ‘s initiatives.

During the integration, Comrade Iyke Agim, the leader of NISMS, highlighted the group objectives and pledged support for Governor Fubara.

FG Approves N3.5 Billion UBE Matching Grant for State Education Projects

In a significant boost to Nigeria’s educational infrastructure, the Federal Government has approved a substantial increase in the Universal Basic Education (UBE) matching grants available to state governments. The new allocation, set at N3,554,642,584.46 per state, marks a considerable rise aimed at bolstering basic education infrastructure across the country.

The announcement was made by Hamid Bobboyi, the Executive Secretary of the Universal Basic Education Commission (UBEC), during a financial training session for State Universal Basic Education Boards (SUBEB) chairmen and board secretaries in Ibadan, the capital of Oyo State. The five-day event was designed to equip state officials with the necessary financial management skills to efficiently utilize the funds.

David Apeh, UBEC’s Public Relations Officer, released a statement quoting Bobboyi, who emphasized that the increased funding stems from 2% of the consolidated revenue fund, which is earmarked for supporting basic education in Nigeria. The increment follows the passage and assent of the 2024 Appropriation Bill into law, which paved the way for the enhanced statutory allocation.

“The 2024 Federal Government Statutory Allocation of the UBE matching grant to each state is N3,554,642,584.46,” Bobboyi announced. He further explained that under the UBEC Act of 2004, state governments are mandated to match this federal grant with an equivalent amount from their budgets, creating a total fund of over N7 billion per state for basic education projects in 2024.

Bobboyi highlighted that the previous allocation stood at approximately N1.3 billion per state annually. The significant increase to N3.5 billion per state is expected to provide a much-needed financial injection into the country’s basic education system, which is currently facing numerous challenges.

He urged states that have yet to access the 2023 matching grant, which amounted to N1,395,784,959.14 as of July 1, 2024, to expedite the process. “This is quite an impressive amount, considering the inflationary pressures on previous grants,” Bobboyi noted. He expressed optimism that the increased funds, when matched by the states, would result in a substantial impact on educational infrastructure, potentially doubling the financial resources available for UBE projects.

The executive secretary also provided an overview of the broader challenges facing Nigeria’s basic education sector. He revealed that approximately 46 million children are currently enrolled in schools nationwide, and stressed the need for continued efforts to reduce the number of out-of-school children, a key target of the Sustainable Development Goals (SDGs).

Bobboyi called on SUBEBs and state governments to work collaboratively to maximize the impact of the increased funding. He acknowledged that while the financial boost is significant, the real challenge lies in ensuring that the funds are used effectively to address the persistent issues within the basic education sector.

The training session in Ibadan brought together SUBEB chairmen, permanent secretaries, and executive secretaries from across the nation, underscoring the importance of financial management in the effective deployment of the increased grants. As state governments prepare to implement the 2024 UBE intervention projects, the focus remains on ensuring that the enhanced funds translate into tangible improvements in educational infrastructure and access for all Nigerian children.

Tensions Escalate as Wike’s Comments Stir Controversy Within PDP

A fresh wave of internal strife is brewing within the Peoples Democratic Party (PDP) following controversial remarks by the former Governor of Rivers State and current Minister of the Federal Capital Territory (FCT), Nyesom Wike. The heated dispute revolves around control of the party in Rivers State, with Wike warning that any attempts by other PDP governors to interfere would be met with severe consequences.

While addressing party members at the PDP secretariat in Port Harcourt during a state congress on Saturday, Wike made it clear that the PDP structure in Rivers was untouchable, cautioning those seeking to challenge it.

“I pity those governors because I will put fire in their states. When God has given you peace, and you say you don’t want peace, then you’ll have to deal with the consequences,” Wike declared.

His remarks were seen as a direct response to the PDP Governors’ Forum, which had called for a review of the recent state congress results to restore the leadership of incumbent Governor Siminalayi Fubara. The forum, led by its Chairman, Bala Mohammed, made this appeal during their convention in Taraba State on August 23.

“Governor Fubara is a PDP governor. On that premise, it is out of place for Wike to threaten PDP governors for supporting one of their own. We urge PDP governors to protect one of their own,” Olabamiji said.

Additionally, Rivers State Commissioner for Environment, Sydney Gbara, called on security agencies to investigate Wike’s comments, arguing that such threats could incite unrest across multiple states.“As an elder statesman, nobody will expect that he will make such utterances,” Gbara noted.

“Threatening that you are going to cause crises in 13 states out of the 36 states in Nigeria means planning to cause crises in the entire country.”

Gbara dismissed Wike’s claims of control over the PDP structure in Rivers State, asserting that Governor Fubara is firmly in charge and enjoys majority support. He added that the ongoing legal disputes over the state congresses would eventually be resolved in court, but maintained confidence that Fubara would emerge victorious.

“In the end, we know that he will carry the day. The structure of PDP will be given to the right person like it has always been in the state,” Gbara concluded.

Chijioke Ihunwo, Obio-Akpor local government area Caretaker Chairman (OBALGA-CTC), has called for the immediate suspension of Federal Capital (FCT) Minister, Nyesom Wike, for allegedly posing as a threat to the People Democratic Party (PDP).

The document dated today disclosed that the CTC boss challenged the National Working Committee of the PDP to suspend the former Governor of Rivers State. He called the committee to do so on neutral ground while speaking to newsmen in his office.
