NOA Sets Up Joint Committee to Drive Introduction of Citizenship Studies in Nigerian Universities

The National Orientation Agency (NOA) has inaugurated a Joint Committee comprising representatives from the National Universities Commission (NUC) and the Nigerian media to champion the integration of Citizenship Studies into university curricula across the country.

This was disclosed in a statement by NOA’s Director of Communications and Media, Bala Musa. According to him, the committee was formally inaugurated in Abuja by the agency’s Director General, Mallam Lanre Issa-Onilu, who charged members to develop a workable draft framework for eventual adoption by Nigerian universities.

Issa-Onilu explained that the initiative aligns with the Nigerian Identity Project (NIP), anchored on the National Value Charter (NVC), which seeks to rebuild the nation on its foundational principles. He described the project as a national movement grounded in action, responsibility and institutional reform—not mere slogans.

He noted that the National Value Charter serves as a renewed social contract between the government and citizens, built on two core components: the Nigerian Promise, outlining citizens’ entitlements, and the Citizen Codes, which spell out the values and behaviours expected from Nigerians.

The NOA DG stressed the need to instill these principles in young people, recalling that Citizenship Studies have already been fully adopted at the primary and secondary school levels. He urged the committee to ensure that universities produce not just degree holders, but graduates who embody national values and uphold the Nigerian identity with pride.

Speaking on behalf of the NUC delegation, Mrs. Florence Uju Onuoha commended the Federal Executive Council (FEC) for approving the development of the Citizenship Studies curriculum. She said the endorsement demonstrates the government’s commitment to raising responsible citizens, strengthening national unity, reinforcing democratic ideals and shaping the character of future generations.

Onuoha assured the NOA DG that the joint committee would carry out its assignment effectively, working closely with curriculum development experts to deliver a robust framework.
