Probe Ibas: Demand Full Accountability Now

Nigeria’s commitment to democratic governance faces a critical challenge in Rivers State, where former sole administrator Vice Admiral Ibok-Ete Ibas stands accused of dodging scrutiny over his brief but powerful term. Appointed on March 18, 2024, by President Bola Tinubu, Ibas managed the state under emergency rule until September 17, 2024.

This six-month period came after intense political clashes between Governor Siminalayi Fubara and Nyesom Wike, now the Minister of the Federal Capital Territory. The emergency declaration followed the sabotage of the Shell-operated Trans-Niger Delta Pipeline, an incident that threatened national security and vital infrastructure.

During his tenure, Ibas was alleged to have wielded complete control over state affairs. He directed the flow of substantial public resources, including allocations from the Federation Account and the state’s internally generated revenue.

Official records show Rivers State received N254.37 billion from the Federation Account Allocation Committee between March and August 2024 alone. One line item drew particular attention: a N22 billion allocation for installing CCTV cameras at the State House. Residents and watchdogs alike deserve clear explanations on how these funds supported the state’s needs.

Ibas also oversaw local government elections in early September 2024, a move that raised eyebrows. With the governor and the House of Assembly sidelined by the emergency measures, critics viewed the polls as premature and potentially flawed.

More troubling, despite his naval background and access to federal intelligence, joint task forces, drones, and local informants, Ibas failed to identify or arrest anyone responsible for the pipeline explosion. This gap in security enforcement left communities vulnerable and fueled demands for answers.

The Rivers House of Assembly stepped in on September 24, 2024, summoning Ibas to account for his decisions and expenditures. His response shocked many. He declared, “You didn’t appoint me,” and added that the assembly lacked authority to question him.

Such words echo the authoritarian echoes of Nigeria’s military era, when public servants treated oversight as optional. This stance not only insults the assembly’s role but also betrays the trust of Rivers State’s over seven million citizens, who funded his operations through their taxes and oil revenues.

Civil society groups have amplified the call for transparency. The Socio-Economic Rights and Accountability Project filed a Freedom of Information request in late September 2024, pressing for detailed records of the N254.37 billion.

Opposition leaders now urge the Independent Corrupt Practices Commission to launch a formal inquiry. Even President Tinubu summoned Ibas to Aso Rock on September 24, 2024, amid growing pressure, signaling that federal eyes are watching.

In my view, Ibas’s resistance weakens the very foundations of accountable leadership that Nigeria has fought to build since 1999. Public funds exist to serve people, not to vanish into unchecked ledgers. By refusing cooperation, Ibas risks deepening divisions in a state already strained by political rivalries and economic pressures. The Tinubu administration must back the probe fully, directing Ibas to release financial statements and testify without delay. Only through such openness can Rivers State heal and rebuild stronger.

This moment tests whether Nigeria prioritizes justice over privilege. Let the investigation unfold, the records open, and the truth emerge. The people of Rivers State, and the nation at large, will judge the outcome by its fairness. True progress demands nothing less.
