Nigerian Police Face Scrutiny Over N22.82m Cracker Biscuit Purchase

A report has unveiled a controversial expenditure by the Nigerian Police Force, revealing that the institution reportedly spent N22.82 million on just 85 cartons of cracker biscuits in 2023. This expenditure, detailed through an investigation of the public payments portal, Govspend, has sparked concerns over procurement transparency and the prudent use of public funds within one of the nation’s key security agencies.

The investigation pinpointed three separate transactions made to a company identified as Danlokey Systems Limited. The breakdown of these payments indicates an unusually high cost per carton of biscuits:

  • October 26, 2023: N7.073 million was paid for 25 cartons, valuing each carton at N282,928.
  • October 4, 2023: Another N7.073 million was disbursed for 30 cartons.
  • August 30, 2023: The largest single payment of N8.136 million was made for 30 cartons.

When averaged, the cost per carton of cream crackers stood at approximately N261,717, a figure that has raised eyebrows among financial analysts and the public. The police justified these expenditures as “logistics requirements/consumables for personnel deployed to carry out discreet security ops and info gathering activities” in various states, including Taraba and Yobe.

This revelation follows a separate report earlier in 2025, which highlighted another questionable expenditure where the police reportedly paid N13.3 million for 24 packets of toilet rolls between April and July 2023. A market survey at the time indicated that the actual retail price for such an quantity was significantly lower, further fueling accusations of inflated procurement costs.

These findings underscore a growing pattern of questionable spending within the Nigerian Police Force, prompting calls for greater accountability and more stringent oversight of public funds. The persistent reports of alleged financial impropriety within government institutions continue to erode public trust and divert critical resources that could be better utilized for national development and security enhancements.
