In a significant move aimed at upholding constitutional governance in Rivers State, Governor Siminalayi Fubara has appointed interim leaders to oversee the affairs of the 23 local council areas following the expiration of elected officials’ tenure. The directive came through a statewide broadcast on Tuesday, marking a pivotal moment in local governance amidst legal and administrative challenges.
Governor Fubara emphasized the necessity of adhering to legal rulings and maintaining order during this transition period. He stated, “Heads of Local Government Administration (HLGAs) are hereby directed to immediately take charge of the councils with renewed vigour and readiness to serve and await further directives as we navigate towards even greater accomplishments together.”
The announcement follows escalating tensions in certain councils such as Degema and Asari-Toru, where youth groups had seized control of council offices, demanding the removal of elected officials whose tenure had been disputed. Police presence was bolstered to quell potential unrest, underscoring the sensitivity of the situation.
The legal backdrop to this development stems from a court decision affirming the validity of a smaller, three-member House of Assembly, which had invalidated a tenure extension previously granted by a larger assembly aligned with former Governor Nyesom Wike. Despite the prior extension, Governor Fubara asserted that the tenure of the council chairmen ended on June 17, as per the court’s ruling.
In response to the crisis unfolding in Degema and Asari-Toru, Governor Fubara reiterated the importance of upholding democratic norms and the rule of law. He emphasized, “As we move forward in ensuring that the constitution is upheld, and that law and order are maintained as we continue to strive to provide leadership and direction for our people, I hereby direct heads HLGAs to continue to provide leadership in their respective local government areas.”
The transition to interim leadership marks a pivotal moment for Rivers State, as administrative stability and adherence to legal mandates are prioritized. The appointed Heads of Local Government Administration (HLGAs) will now assume responsibilities previously held by elected officials, pending further directives from the state government.
Local reactions to the governor’s decision have been varied, with some expressing relief at the restoration of legal order, while others voice concerns over the abrupt transition and its potential implications for local governance. Community leaders and stakeholders are closely monitoring developments, underscoring the need for transparency and effective communication during this transitional phase
