Advancing Environmental Restoration: Progress on the Centre of Excellence in Ogoniland

The Nigerian government has initiated the construction of the Centre of Excellence for Environmental Restoration (CEER) in Wiiyaakara, Khana Local Government Area (LGA), Rivers State, as part of the broader Ogoni cleanup initiative. This project underscores the commitment to address environmental degradation in the Niger Delta region.

Project Inception and Objectives

On April 28, 2023, then-President Muhammadu Buhari virtually inaugurated the construction of the CEER, alongside a 100-bed specialist hospital and the Ogoni Power Project. These initiatives aim to revitalize the socioeconomic landscape of Ogoniland, which has endured extensive environmental pollution due to prolonged hydrocarbon activities.

The CEER is designed to function as a national and international hub for environmental research, focusing on remediation techniques and serving as a data repository for the Ogoni cleanup project. The center will offer training courses in environmental monitoring and restoration, enhance the skills of the Ogoni community, and promote learning both locally and globally.

Funding and Construction Details

The Federal Executive Council approved ₦41.4 billion for the construction of the CEER in Khana LGA, with a completion timeline of 24 months. The facility will encompass an administrative block, auditorium, research buildings, dormitories, a library, and a clinic, among other infrastructures.

Current Progress and Community Engagement

As of June 2024, the CEER’s construction has reached an advanced stage, with the landscape featuring structures such as hostels, classrooms, clinics, libraries, and staff quarters. Over 700 artisans from Ogoni communities have been engaged, receiving hands-on training and earning livelihoods through their involvement in the project. Additionally, 40 Ogoni graduates have been selected for a graduate internship scheme, providing them with practical experience at the center.

To ensure the center’s effective establishment and operation, a 13-member Technical Planning Committee, chaired by Professor Don Baridam, former Vice-Chancellor of the University of Port Harcourt, was inaugurated. The committee is tasked with recommending institutional and legal frameworks to actualize the CEER’s vision, aligning with the United Nations Environment Programme’s recommendations.

Anticipated Impact

Upon completion, the CEER is expected to play a pivotal role in research, training, and capacity building in environmental restoration. It aims to bolster efforts to address hydrocarbon pollution in the Niger Delta region, enhance the capacity and skills of the Ogoni community, and attract experts, students, and visitors from around the world.
