Rivers Govt: Family Unity Can End GBV

The Rivers State Government has pledged to intensify efforts to combat gender-based violence (GBV), recognizing its roots often stem from the family unit. The Commissioner for Women Affairs, Roseline Uranta, highlighted this during an event in Port Harcourt held as part of the global “16 Days of Activism Against Gender-Based Violence” campaign organized by the United Nations.

Uranta condemned all forms of GBV, particularly those targeting women, describing it as a crime against humanity. She stressed that the Ministry of Women’s Affairs prioritizes tackling violence against women while working to raise awareness about the broader societal implications of GBV. According to her, addressing GBV begins at home, where families must instill values of love, unity, and peaceful coexistence. Strong family bonds, she noted, can foster a morally upright society with fewer instances of violence, particularly those directed at women.

The commissioner also outlined the government’s multi-faceted approach to eradicating GBV, including public enlightenment campaigns, stakeholder collaborations, and the implementation of policy reforms. She emphasized that preventing GBV requires active participation from all segments of society, including parents, educators, and community leaders. Uranta urged individuals to not only reject violence but also to actively support victims by reporting cases and encouraging survivors to seek help through relevant agencies, including the Ministry of Women’s Affairs.

She warned that ignoring the issue perpetuates a culture of silence, which allows abuse to thrive and weakens societal values. By prioritizing prevention and early intervention, the government aims to create a safer environment for women and other vulnerable groups. Public education remains central to this goal, as informed citizens are more likely to challenge harmful cultural norms and protect their communities from violence.

Rivers State Government Hails Appeal Court Judgment on Fund Release

The Rivers State Government is celebrating a major victory after the Appeal Court overturned a Federal High Court verdict that had blocked the Central Bank of Nigeria (CBN) and the Accountant General of the Federation from releasing funds to the state.

The Appeal Court’s Abuja division made the ruling on Friday, reversing the earlier judgment by Justice Joyce Abdulmalik of the Federal High Court in Abuja. Abdulmalik had stopped the CBN from releasing monthly allocations to Rivers State on October 30, citing the presentation of the 2024 budget by Governor Siminalayi Fubara before the “illegitimate” Rivers House of Assembly as an affront to Constitutional provisions.

Abdulmalik held that the presentation of the appropriation bills before the “illegitimate” Rivers House of Assembly was an affront to the Constitutional provision. “It is mandatory to present the appropriation bills before the appropriate House of Assembly before legitimate disbursement and withdrawal can be made,” she held.

However, the Appeal Court disagreed, stating that the Federal High Court lacked jurisdiction to entertain the suit seeking to seize Rivers State’s allocation. The court emphasized that the mere listing of federal agencies does not confer unrestricted jurisdiction on the Federal High Court and that the subject matter – the appropriation issue of a state – should not have been entertained.

A three-member panel of the appellate court presided over by Justice Hamman Barka, held that the federal high court lacked the jurisdiction to entertain the suit seeking to seize Rivers State allocation. The court added that the mere listing of federal agencies does not confer unrestricted jurisdiction on the federal high court and the subject matter which is the appropriation issue of a state should not have been entertained.

While allowing the appeal, the appellate court also set aside all the orders made by Justice Abdulmalik, stating that it was unconstitutional for her to make orders restricting Rivers state government from receiving funds due to the state from its consolidated revenue fund.

The appellate court held that the lower court overreached itself and didn’t have the jurisdiction to entertain the matter.

Commenting on the judgment, the Rivers State Commissioner for Information and Communications, Joseph Johnson, hailed the judgment, saying it brought an end to ‘judicial terrorism by the Federal High Court.’

Johnson said, “The judgment has asserted a sacred principle of our constitutional governance and democracy.”

He said the court clarified that there was a difference between funding federation account and state appropriation which is an internal affair of the state that fell under the powers of the State High Court.

The commissioner added, “The Federal High Court has no powers to do what they did. I will describe it as judicial terrorism that was asserted on people.”

“But God has saved us. It tells you that God who oversees the affairs of man has seen that the judgment was in bad faith. And we’re happy that the Court of Appeal has upturned it and Rivers people are happy.”

“The entire state secretariat was agog with jubilation when that judgment came.”

The judgment has significant implications for the state’s finances and governance, and the Rivers State Government is no doubt relieved to have this major hurdle lifted.

NSCDC Discovers Illegal Petroleum Storage Facility in Elelenwo

The Nigeria Security and Civil Defense Corps (NSCDC) has uncovered a residential property being used as an illegal storage site for refined petroleum products in Rivers State. This significant discovery is part of the Corps’ ongoing efforts to combat crude oil theft and its associated criminal activities in the region.

The illegal facility is located in the Elelewo community of Obio/Akpor Local Government Area. It was found to contain large storage tanks and numerous containers filled with illegally refined petroleum products, highlighting the scale of the operation. The discovery sheds light on the persistent challenges posed by crude oil theft in Nigeria, particularly in the Niger Delta region.

The NSCDC Rivers State Commandant, Joachim Okafor, led a team of personnel to inspect the site. Speaking about the operation, he explained that the discovery was made possible by the Command’s Anti-Vandal Unit, which utilized the Corps’ latest technology designed to track illegal crude oil theft activities. This advanced tracker is part of the Corps’ strategic measures to identify and dismantle networks of oil thieves.

Commandant Okafor expressed concern about the wide-ranging impact of such illegal activities. He emphasized that crude oil theft not only affects the country’s economy by depriving it of significant revenue but also poses serious environmental and health risks. According to him, “Aside from its negative impact on the nation’s economy, the activities of crude oil thieves are causing serious environmental hazards and health issues to the people.”

The Commandant further called for stronger collaboration between security agencies and local communities to address the issue. He noted that public cooperation and vigilance are essential in combating oil theft and protecting the environment from the damage caused by illegal refining activities.

Rivers Emerges Best Performing State, Wins $500,000 Award At 2024 S’South PHC Leadership Champion Award

For the second year in a row, Rivers State has won the coveted prize as the Best Performing State in the South-South Region in the Primary Healthcare Leadership Challenge, emerging as the South South Champion and National runner up, beating the pack.

This was announced in an event organized by the Nigeria Governors Forum and supported by UNICEF, Bill and Melinda Gates Foundation, Aliko Dangote Foundation, Federal Ministry of Health and Social Welfare and National Primary Healthcare Development Agency on Thursday night.



At the awards and gala night ceremony, which held at the State House Banquet Hall, Rivers State won a $500,000 award for being the best from the South South region and the second best in the country, demonstrating consistent hard work from the health teams in the State despite apparent challenges.

Her Excellency, Deputy Governor, Prof. Ngozi Nma Odu, who represented the Governor and led the state delegation to receive the award, praised the organisers through their Independent Verification Teams and Independent Judging Panel for their objective evaluation and assessesment of the performance of the State in the comity of states in the Federation.

Recall that the Primary Health Care (PHC) Leadership Challenge is a flagship programme of the Nigeria Governors Forum (NGF).

It builds on the Seattle Declaration agreement for stronger sub-national leadership for primary healthcare in Nigeria, and aims to revitalize the Primary Health Care Under One Roof (PHCUOR) policy in Nigeria by galvanising stronger commitment of state governors to promoting a progressive increase in PHC funding.

This is geared towards ensuring improved infrastructure in all primary healthcare centres with strengthened human resource capacity.

The Governor said, “This award and national recognition will undoubtedly enable us double down on existing efforts to strengthen the quality and expand the reach of primary healthcare in Rivers State in alignment with our #Health4AllRivers Strategy towards Universal Health Coverage.

“Exactly one year ago, I was opportuned to stand alongside the Chairman of the Nigeria Governors Forum and my brother state governors to sign the Presidential Compact for Nigeria’s health sector renewal.

“This award and recognition clearly demonstrate our commitment to that compact as a commitment to providing quality helthcare services and the improvement of the health of not just the people of Rivers State, but the nation at large”, he added.

In her remark, the State Commissioner for Health, Dr Adaeze Oreh, expressed gratitude to Governor Siminalayi Fubara for providing the enabling environment and support for the ministry to perform, saying that with the people-centred policy focus of the administration, the health sector in the State will be transformed to deliver affordable and accessible healthcare services to all strata of society in the shortest possible time.

Overall Best Platoons Receive Gold Cup, Cash Rewards From Rivers NYSC

At the end of the Inter-Platoon Skills Acquisition and Entrepreneurship Development SAED competition, the National Youth Service Corps NYSC, Rivers State, has awarded a gold cup and cash price of N20,000 to four platoons for emerging overall best.

The scheme also charged corps members in the state to start a business now and grow it with their youthful energy, zest, and passion.

The NYSC Coordinator, Mr. Moses Oleghe, gave the charge on Friday, December 13, 2024, when he declared closed, the SAED in-camp training for the 2024 Batch C Stream I orientation exercise for corps members deployed to Rivers State.

Oleghe urged the Corps to take the post-camp training very seriously in order to perfect the experience and knowledge gained in the in-camp training.

The NYSC boss encouraged the corps members to work hard, and be diligent and consistent on their chosen skill set, emphasizing that corps members would be posted to serve under any corps member whose business shows strong and significant growth within the first six months of establishing the business.

Earlier in his remarks, the SAED officer, Mr. Darlington Obiandu commended the corpers for their enthusiasm, passion, commitment, resilience and doggedness in actively learning their preferred skill.

He appreciated the state coordinator and camp officials for their moral and material support to the SAED committee.

The event featured the exhibition of items produced in the in-camp training.

Lawyers Urged to Embrace Innovation, Ethics for the Future of Law in Nigeria – Legal Expert

Lawyers have been urged to adopt innovative approaches to maintaining the ethical standards of the legal profession, as the future of law hinges on creativity and accountability.

This call was made by Dr. Chukwuma Chinwo, a Senior Lecturer at Rivers State University, during his keynote speech titled “The Future of Law in Nigeria: Innovation, Ethics, and Accountability” at the Nigerian Bar Association (NBA) Degema Branch Law Week in Port Harcourt.

Dr. Chinwo emphasized the importance of innovation in legal practice, urging lawyers to explore new ways to deliver justice without inflicting hardship on those seeking it.

He called for a reimagining of the principles, content, form, and objectives of the law in Nigeria to better address modern challenges.

“The future of law in Nigeria can be better assured if lawyers, particularly law teachers raising the next generation, conceive not only new ways of doing old things but also innovative solutions to solve longstanding problems.

“The legal profession in Nigeria, again and unfortunately especially Law teachers, have been stuck to old ideas, theories, and methodologies fashioned in foreign lands for the needs and challenges of their inhabitants for too long.

“The future of the Law in Nigeria can be better assured if lawyers, especially Law teachers, who are engaged in raising the next generation of lawyers who would become lawmakers, governors, local government administrators, judicial officers, litigation lawyers, corporate gurus, and so forth, think outside the box as they say, and conceive not only new ways of doing old things but also new solutions to solve old problems.”

He noted that the profession must move beyond outdated theories and methodologies tailored to foreign contexts, urging legal practitioners to remain grounded in ethics.

“Ethics is simply doing the right things in the right manner for the right reasons. However, some lawyers struggle with this, often doing what they know to be illegal and contrary to justice.

“Perhaps like Paul the lawyer, and later Apostle of Jesus Christ, confessed there is something in the unethical lawyer making it impossible for him to do what he knows is right and doing what he knows is illegal and contrary to the objective of law – justice.

“I want to humbly invite all of us to believe that there is a future for law in Nigeria as there is a future for Nigeria. It is a future where our children would be proud that they are in a society in which there is a rule of law and not whimsocracy; where justice, equity, and fairness are bedrocks of the society; where the decrees made are not unrighteous decrees; where the Judges are knowledgeable, wise and godly and the lawyers are clean and ethically sound and do not constitute elements of temptation for judicial officers.”

Dr. Chinwo also highlighted the need for accountability in the legal profession, describing its absence as a growing threat to the efficacy of law in Nigeria.

“Lack of accountability has become pervasive. It is a pity that even among lawyers, the esteem for accountable governance is low. This threatens the strength of law and must be addressed, starting from law faculties.

“Those were days when people’s consciences and commitment to ethics were strong while their faces were ‘weak’ and not ready to face glares, jeers, and rejection. Today some faces are as strong as flint and they steal and go.

“It is a pity that even among lawyers the esteem for accountable governance is low. It is a threat to the efficacy and strength of law and must be confronted beginning, from the Faculties of Law among students, if not earlier.”

NBA Degema Branch Chairman, Abiye Abo, echoed these sentiments, emphasizing the judiciary’s critical role as the last hope for the common man.

He urged lawyers to leverage technology, including artificial intelligence and social media while remaining compliant with ethical standards.

“We must ensure that the judiciary’s honor is not diminished by misconduct. While we innovate, we must uphold the ethics of our profession to avoid sanctions,” Abo said.

He acknowledged the growing public skepticism toward the judiciary, attributing it to the misconduct of a few, and stressed the need to remind lawyers of their role in upholding justice, equity, and fairness in society.

The event underscored the importance of innovation, ethics, and accountability as foundational principles for the future of the legal profession in Nigeria.

Fight Against Crude Oil Theft, Illegal Bunkering, Pipeline Vandalisation Gains Momentum As CNS Inaugurates Six Gunboats In Rivers State

The Rivers State Governor, Sir Siminalayi Fubara, has tasked the Nigerian Navy to effectively deploy the gunboats provided by his administration to secure oil installations, and tackle sea piracy to safeguard the waterways.

The Governor also said that securing steady growth of the national economy, dependent largely on crude oil production and sales, demands sustained support from the security agencies to enable them to win the fight against crude oil theft, illegal bunkering, and pipeline vandalization.

Governor Fubara spoke shortly before handing over six security surveillance 400 horse-powered gunboats and three separate units of bungalows for Senior Officers’ Quarters and rating Bofors’s accommodation donated by his administration to the Nigerian Navy on Friday.

The event, which took place at the NNS Pathfinder, Rumuolumeni in Obio/Akpor Local Government Area, had the Chief of Naval Staff, Vice Admiral Emmanuel Ikechukwu Ogalla on hand to receive the donation of the Rivers State Government.

He said it is important for the Nigerian Navy to understand that the gunboats donated to them should improve their capacity to intensify surveillance of the maritime domain and make it difficult for criminals to operate.

Governor Fubara said: “As we gather here this afternoon, I want to assure you that this government will continue to support the Nigerian Navy. I am a member of the Committee on Oil Theft and Pipeline Vandalization in the Governor’s Forum, and one of the problems we are facing is how to curb this crime.

“I am starting with donating these gunboats to show that I am committed to that course. I am also happy, honestly as I said, and really humbled that the Chief of Naval Staff had decided to do this for us, standing with us to appreciate the little things that we are doing for the Nigerian Navy.”

Governor Fubara clarified that what has been done is not special as it is different from what is expected that the government should do to ensure a safe environment for its citizenry.

He explained that it is the responsibility of any government to support, provide and protect the lives and property of the people, which can be achieved, in part with complementary efforts.

Governor Fubara said: “We are saddled with a very difficult problem that we are all battling to save our heads from, which is the issue of pipeline vandalization and oil theft. This is a big problem in the Niger Delta.

“The little thing I can do is to promote and support the efforts of the Nigerian Navy. Yesterday night, a pressman asked me, how we motivate the Nigerian Navy, and I said, the event that we attended, the Sunset Dinner and Award Night, is a way to tell the Nigerian Navy, that we appreciate what you are doing, we want to encourage you to do more.

“On our part as a government, we are donating these six Security Surveillance Gunboats to the Nigerian Navy, so that the Navy will perform better in protecting our waterways.”

Governor Fubara regretted the incidence of kidnapping and piracy activities on the Bonny and Kalabari waterways, adding that this needs to be adequately addressed, adding that with the gunboats, the Nigerian Navy should be able now to manage those waterways and make those sea routes safer for travelers and those who eke out a living at the sea.

He said, “When the government lives up to its responsibility, by providing the amenities, equipment, and those equipment are not limited to only the boats, but other logistics which we are also providing to the Nigerian Navy, it will perform effectively.

“So, here this afternoon, we are complementing the efforts of Mr President. We are complementing the efforts of the Chief of Naval Staff. We are also complementing the wonderful job that the Commander of the NNS Pathfinder is doing,” he added.

Performing the inaguaration, Chief of Naval Staff, Vice Admiral Emmanuel Ikechukwu Ogalla, noted that the donation of the gunboats attests to the existing partnership between the Rivers State Government and the Nigerian Navy.

It also demonstrates, he said, the unwavering support of Governor Fubara towards strengthening the Nigerian Navy through the provision of critical assets and infrastructure for a stable presence on the waterways

Vice Admiral Ogalla said: “It is with a deep sense of appreciation that I stand here before you to commission these six Abitto gunboats donated by Rivers State Government to the Nigerian Navy, and particularly to NNS Pathfinder for the provision of security in our waterways, not only in Rivers State but the Niger Delta as a whole.

“First, it signifies the partnership between the Rivers State Government and the Nigerian Navy. It is also indicative of the commitment of the administration of Governor Siminalayi Fubara and his unwavering support towards strengthening the Nigerian Navy through the provision of critical assets and infrastructure for a table presence in the waterways.

“I am, therefore, positive that the operationalization of these boats will no doubt enhance the capabilities of the Nigerian Navy in protecting Nigeria’s maritime domain. As I look towards these gunboats, I can imagine the impact they are going to make on our operations. These are exactly the kind of boats that we require to be able to penetrate the creeks. These are exactly the kind of boats we require to be able to carry out our policing functions.”

Vice Admiral Ogalla also thanked Governor Fubara for the three separate bungalow Senior Officers’ Quarters and rating Bofor’s accommodation, which will further offer requisite motivation to the officers.

Speaking at the event, Secretary to the State Government (SSG), Dr. Tammy Danagogo, explained that the gunboats and the housing facilities to the Nigerian Navy represent, in part, other levels of support provided by Governor Fubara to the security agencies to ensure the security of lives and property.

In his remarks, Commander, Nigerian Navy Ship (NNS) Pathfinder, Commodore Cajethan Aniaku, stated that the donation of the gunboats and the housing facilities bear to the testament of the generosity and unwavering support of Governor Fubara to the Nigerian Navy, stressing that the gunboats, in particular, will greatly enhance operational capability of officers, enhance their collective efforts to ensure peace and promote maritime safety.

Representing the Chief Executive Officer (CEO) of the builders of the gunboats, Abitto Global Services, Mr. Richard Akinaka, its General Manager, Irene Lenu Nwidobie, thanked Governor Fubara for trusting them to build such critical equipment that is well fitted for the unique challenging terrain in Rivers State.

“Rivers United’s Rivals, Akwa United, Face NPFL Wrath Over Shocking Match Day Scandal!”

The Nigeria Premier Football League (NPFL) has issued a stern warning to Rivers United Rivals, Akwa United FC of Uyo, following an incident in which the club’s Welfare Officer, Mr. Asuquo, was seen harassing and intimidating the technical staff of Propel Sports Africa (PSA), the league’s OTT broadcast partners.

The incident occurred during Akwa United’s Match Day 16 fixture against Bendel Insurance on December 10, 2024. According to the NPFL, Mr. Asuquo’s behavior exposed the league to significant legal risks, reputation damage, and financial costs,  which may lead to disruptions and Vices in the Nigerian Professional Football League ( NPFL)

In a stern letter titled “Warning on Unprofessional Conduct of Club Officials,” the NPFL expressed concern that such actions may have grave consequences on contractual obligations to partners. The letter, signed by Davidson Owumi, the Chief Operating Officer, stated that Mr. Asuquo’s behavior fell far short of the expected standards of professionalism and contravened the principles underpinning the league’s operations.

The NPFL directed Akwa United to take all necessary steps to prevent the recurrence of such incidents in the future. Furthermore, the league cordially invited Mr. Asuquo to appear before an inquest on December 18 at its office in Abuja to explain his actions and provide any necessary clarification.

The NPFL emphasized that Mr. Asuquo’s attendance is mandatory, and failure to appear may lead to further disciplinary actions. The league also warned Akwa United that a repeat occurrence of such or similar conduct will attract severe sanctions against both the club and the errant official.

This time around, the Nigerian team will be led by experienced coach Austin Eguavoen, who will be assisted by Daniel Ogunmodede and Fidelis Ilechukwu.

Eguavoen, who successfully guided the Super Eagles to the 2025 Africa Cup of Nations, will now aim to replicate this success with the CHAN Eagles, a team comprising only players based in Nigeria. The CHAN Eagles will be looking to make a strong statement in the play-off against Ghana, and Eguavoen’s experience and tactical acumen will be crucial in determining the team’s success.

The Super Eagles B will continue their preparation in anticipation of their visit to the 40,000-capacity Accra Sports Stadium on Sunday, 22nd December, before hosting the Black Galaxies at the Godswill Akpabio Stadium, Uyo, on Saturday, 28th December.
