The Nigerian Electricity Regulatory Commission (NERC) has released its 2023 report, revealing a staggering 1,220,245 complaints from electricity customers across the country.

According to the report, metering and overbilling accounted for the highest number of complaints, with Ibadan and Port Harcourt Distribution Companies (Discos) receiving the most complaints.

“The total number of complaints received across all Discos in 2023 was 1,220,245. Ibadan and Port Harcourt Discos received the highest complaints (207,216 and 205,054 representing 16.98 percent and 16.80 percent of total complaints respectively).” – NERC Report

In contrast, Aba and Yola Discos had the lowest complaints, representing 0.33 percent and 0.98 percent of the total complaints respectively.

  • Delay in reconnection
  • Load shedding

Resolution Rate:

NERC successfully resolved 1,156,553 complaints, yielding a resolution rate of 94.78 percent.

The report also revealed that Nigerian electricity distribution companies collected N1.07 trillion in revenue in 2023, out of a total bill of N1.46 trillion.

“The total revenue collected by the Discos from customers in 2023 was N1.07 trillion out of the total bill of N1.46 trillion to customers. This left an outstanding balance of N385.73 billion, translating to a collection efficiency of 73.64 percent.” – NERC Report

Ikeja Electricity Distribution Company had a collection efficiency above 90 percent, partly due to its high metering rate of 72.54 percent.

“Eko and Abuja Discos followed with collection efficiencies of 84.31 percent and 80.19 percent respectively. However, Yola Disco had the lowest collection efficiency of 43.56 percent.” – NERC Report

The Federal Government paid N610 billion as electricity subsidy in 2023.

“The cumulative Minimum Remittance Obligation for Discos was 52.92 percent, being N685.69 billion out of N1.29 trillion invoices issued by the Nigeria Bulk Electricity Trading Plc… The government incurred a subsidy obligation of N610.06 billion (47.08 percent of total NBET invoices).” – NERC Report

The report also revealed a market shortfall of N151.30 billion.

“An MRO-adjusted invoice of N858 billion was issued by NBET and Market Operator for energy costs and administrative services to Discos in 2023. The Discos remitted a total of N706.73 billion resulting in a deficit of N151.30 billion during the year.” – NERC Report

The gross DisCo remittance rate to the upstream segment for 2023 was 82.37 percent.
